Economics and public finance expert

We are looking for an Economics and public finance expert to provide advisory services to the EC Technical and Advisory Services for Social Transfers project.
Project Description:
The overall objective of the project of which this contract will be a part is to increase the impact, quality, sustainability and coverage of public transfers to address food insecurity in partner countries and promote their orientation towards social transfers scope ensuring sensitivity to food and nutrition security needs.
Capacities of Governments, EU Delegations and Headquarters, as well as other actors involved in the social transfers sector for policy design, programs and projects identification and formulation shall be improved.
Furthermore, public and social transfers related knowledge, based on evidence and objectively verifiable indicators, are to be strengthened, disseminated and able to support decision-making processes.
Qualifications
Minimum requirements
  • A master’s degree in economics, finance and/or other related fields and at least 5 years additional relevant professional experience in the area of public finance management in external assistance.
General professional experience
  • At least 10 years professional experience covering the identification, formulation and/or evaluation of policies and strategies in the area of public finance including social protection and social transfers.
  • Specific expertise in budget support and negotiation with national Governments on budgetary and financial matters is requested.
    Specific professional experience
  • S/he shall have at least 3 years significant experience in capacity development, social transfers research, implementation, facilitation and training.
  • S/he shall be familiar with the latest developments of national and international, including EU, policies and programmes in the field of financial support, including budget support.
  • S/he must have excellent drafting and oral presentation skills in both English and French.
    Additional requirements
  • Experience in assistance to national and/or regional authorising officers on financial planning and negotiation would be an advantage.
  • Familiarity with providing technical assistance in fields related to the assignment e.g. food and nutrition security/agriculture- to EU Delegations would be an asset.
  • Experience in nutrition, sustainable agriculture, public finance management, disaster risk assessment and management will be considered an asset
  • Familiar with the EC project cycle management.
  • Experience in project identification and formulation will be highly appreciated.
  • Knowledge of Spanish, Portuguese and Arabic would be considered an asset.
