Monitoring & Evaluation Specialist and Data Analysis Specialist

Options Consultancy Services Limited (Options) was established in 1992 and is a wholly owned subsidiary of Marie Stopes International. Options is a leading provider of technical and management expertise in the health and social sectors. We work in partnership with national and state governments, international development agencies, the private sector and civil society to strengthen programmes and policies to support the achievement of the Millennium Development Goals in health and poverty reduction.
Our work focuses on providing expertise in sexual and reproductive health, maternal newborn and child health, HIV and AIDS, citizen voice and accountability, gender, social inclusion and equity to enhance institutional effectiveness to support strengthening of health service delivery.

Role Profile

We are seeking an experienced Monitoring & Evaluation and data analysis specialist for the upcoming EU-funded Train local Non-State Actors (NSA) to implement Community Score Card, monitor and advise on efficient implementation, support quality data collection and dissemination to relevant authorities in Swaziland programme.
This is a consultancy position with short-term inputs in Swaziland (10 months over 3 years). The programme will run from January 2015 to January 2018.

Qualifications and skills

  • Master Degree/ PhD Public Health, Social Sciences, Social Work, Sociology, Social Protection
  • Computer literacy skills (MS Office/SPSS/Epi Info, qualitative data (Nnivo, Atlas Ti).

General professional experience

  • At least 10 years of relevant experience working in the sector(s) of improving basic healthcare, preferably in sub-Saharan Africa;
  • At least 5 years, but preferably 10 years of experience in developing M&E frameworks and supporting high quality M&E including data analysis
  • Experience in health care delivery for HIV / AIDS, TB, ante-natal, maternal health and neonatal care, sexual and reproductive health and rights, improving quality of health care, reducing barriers to access to health care, health seeking behaviour, and alike is an asset;
  • Knowledge of social benefits issues including social cash transfers.

Specific professional experience

  • Must have 5 years experience in Monitoring and Evaluation health care or development projects in a setting of developing country (preferably in the region);
  • Must have 5 years experience in data analysis in the framework of health and social protection projects;
  • Experience with EU-funded projects, procedures, and formats
