Finance director

Chemonics seeks a long-term finance director for the recently-awarded, USAID/OTI-funded Libya Transition Initiative 2. This three-year task order supports Libya's efforts to build a peaceful and inclusive democratic future that reflects the will and needs of the Libyan people. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • ​Manage financial records for cash and in-kind grants and operations to ensure proper stewardship and accounting
  • Supervise all field-office accountants and bookkeepers, including those in satellite offices
  • Pay and account for grant- and non-grant-related expenditures
  • Track and monitor the amount of grants that are cleared, disbursed, and closed by staff on a monthly basis
  • Manage bank accounts and monitoring balances
  • Prepare monthly budget projections and wire requests to the home office while working with field-based staff on accurate and timely projections
  • Manage tracking systems for budget, contracts, grants, and level of effort, and advise the chief of party on financial status and budgetary decisions
  • Train local and expatriate staff in finance-related USAID regulations and Chemonics policies
  • Supervise​ daily entry of transactions into Abacus accounting software by financial staff
  • Manage payroll, insurance, and tax payments
  • Review and verify accuracy of expense reports
  • Prepare weekly grants disbursement sheet for the activities database
  • Train expatriate, grants management, and local staff in accounting procedures and financial systems, as well as local partners where appropriate
  • Maintain accounting filing system and ensure Abacus vouchers are scanned and sent to the home office for review on a monthly basis
  • Ensure that Chemonics' standards of ethics and conduct are upheld throughout all aspects of the project's financial conduct
  • Communicate financial information to the operations manager to coordinate effective and efficient technical and operational implementation
Qualifications:
  • ​Bachelor's degree in a relevant field required
  • Familiarity​ with USAID and Chemonics project finance, accounting rules, and procedures preferred
  • Supervisory experience of multiple professional staff required
  • Strong analytical skills
  • Ability to write, communicate, and present effectively in a fast-paced environment
  • Experience managing locally-hired personnel
  • Past involvement in overseeing USAID-funded contract field projects and grants preferred
  • Knowledge in database management desirable
  • Ability to start by November 1, 2014​
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required; Arabic language skills preferred
