HUMAN RESOURCES RECRUITMENT SPECIALIST

A world leading steel producer with large Iron Ore operations in West Africa are currently looking to hire a Human Resources Recruitment Specialist for their project in Liberia.  
   
Mission  
- This position is responsible to support the Company's business objectives by attracting human resources with the right qualifications, skill sets and behavioural attributes.  
- The incumbent will need to be the custodian of the COMPANY - Projects Recruitment, Selection & Appointment Policy to ensure that recruitment and selection practices are applied uniformly and equitably in the attraction and placement of suitably qualified employees at all levels  
   
Main Accountabilities  
   
Ensure that the COMPANY - Projects Recruitment, Selection & Appointment Policy is adhered to at all times:  
   
1. Authorization to fill or create a position. Ensure that the Vacancy Request Form (VRF) is duly completed with the relevant signatures. Ensure that a detailed Job Profile is received. If the position is unbudgeted, ensure that a "Justification for a New Position" and a "Labour Budget Adjustment" form is submitted. Submit all documents (budgeted / unbudgeted position) for final approval  
   
2. Advertisement  
- Adverts must be drafted according to the Job Profile to attract suitable candidates and must avoid direct or indirect discrimination.  
- All adverts must be placed internally to attract and promote internal talent.  
- All adverts must run for a minimum of 7 days, and internal and external adverts can run simultaneously.  
- Adverts to be placed on the COMPANY intranet, COMPANY external website, and Job Boards (Staffmine, Infomine, Career Junction, Jobs4Mining, Seek and LinkedIn).  
   
3. Short Listing  
- All short listing must be recorded using an excel spreadsheet/ matrix.  
- All short listing to be done according to the inherent requirements of the job, noting why candidates are short listed or not.    
        
4. Selection Panel  
- Recruiter to sit in on all interviews.  
- The selection panel to be made up of suitable people from the Hiring Department/ Discipline, with the Hiring Manager being at least one level more senior than the position being filled.  
   
5. Interviews  
- The COMPANY Interview Guide must be used.  
- Each member of the panel must complete the interview guide, score and sign off on it and submit it to the Recruiter for filing.  
- The Hiring Manager must prepare the job specific/ technical questions and submit it at least a day before the interviews.  
- The Recruiter must ensure procedural fairness during the interview process and must facilitate the final selection decision and obtain approval.  
   
6. Background Checks  
- Ensure that reference checks (at least two), criminal record checks, qualification checks and credit checks (if applicable) are completed.  
- Ensure the completion of the COMPANY Form.  
   
7. Offer  
- The Recruiter must obtain salary advice from the Compensation & Benefits department, providing sufficient information to them, including a previous pay slip if possible.  
- The Recruiter must prepare the offer and submit it to the respective HOD for review and approval (sign off).  
- The Recruiter can only then present the offer to the candidate.  
   
8. Recruitment Process Filing and Record Keeping  
- Ensure that the recruitment process is properly recorded and filed in the appropriate locations.  
   
9. Recruitment Reports. Complete weekly and monthly recruitment trackers  
   
Qualifications and Experience  
- Grade 12  
- Degree or Diploma in Human Resource Management would be an advantage  
- Competency Based/ Targeted Selection Interview Training/ Certification  
- 5 years hands on Recruitment experience, preferably in the mining industry.  
- Previous experience at a recruitment agency or head hunting business will be advantageous.  
- Expatriate recruitment experience will be advantageous.  
- Computer Literate - MS Office Suite  
- Previous experience on Applicant Tracking System would be desirable
