Field of activity

GIZ International Services will tender for the project 'Support to the National Water Resources Plan (NWRP)' financed by the European Commission.

The overall objective of this project of which this contract will be a part is to support the Government of Egypt (GoE) continuing the reform programme of the water sector, in accordance with the objectives of the National Water Resource Plan 2005-2017 (NWRP 2005-2017) as well as the Water and Wastewater Sector Development Policy (WWSDP).The related specific objectives are:- Updating the existing National Water Resource Plan (2005-2017) and extending it in the framework of the 2050 vision.- Developing Regional Water Resource Plans in 6 governorates, representative of the different context in the country (Nile Valley, delta, Fayoum, Sinai, coastal zones).- Manage water resources in a sustainable manner.- Protect public health and the environment.- Maximise the economic activity benefits for all Egyptian people.

Your tasks

Institutional Public Finance Administration expert will be responsible for supporting the team leader in his/her tasks (managerial and technical); Advise on financial/budget aspects of the NWRP implementation; Advising on the facilitation of the NWRP coordination platform evaluation, institutionalization, and sustainability. Preparation of policy guidelines and operational guidelines; Developing a mechanism for cost sharing and cost recovery relevant for the project (including framework to encourage private sector participation); Identifying policy and legislation actions relevant to the project; and Economic evaluation of NWRP measures Management.

Your profile

Qualifications and skills

• University degree in economics, finance or public administration or a related and relevant field, preferably at Master's level.
• Proven experience in reporting and proven ability in working with governmental and public sector entities through at least one international funded project.
• He/she shall be proficient in English; Knowledge of Arabic would be an additional advantage.
• Demonstrable Macroeconomic background and knowledge of public finance management for at least one EU or international organization Funded Programme;

General professional experience

• A minimum experience of 10 years on institutional development and organizational set-up;
• Experience with EU funded programmes, through at least one international funded project preferably on long-term contracts.

Specific professional experience

• At least 5 Years' experience in dealing with cost sharing and cost recovery mechanisms;
• Proven track of experience of the Egyptian public financial sector and budget system through at least one international project implemented in Egypt is an asset.

Assignment period

The project will start in January 2015 and duration of project will be 24 months.
