Program Manager, West & Central Africa

PSI seeks entrepreneurial and dynamic candidates with an interest in private sector approaches to development for the position of Program Manager, West and Central Africa region. The Program Manager will provide strategic guidance and coordinate headquarters support to a portfolio of countries in the West and Central Africa region. This position is based in Washington, D.C., entails 20% overseas travel and reports to the Senior Program Manager for the West and Central Africa region.
RESPONSIBILITIES: The Program Manager will be responsible for providing budgetary oversight, programmatic, organizational support for country programs, connecting platforms with functional and technical departments at PSI/Washington, managing a program support team, providing strategic planning support and developing new business opportunities for PSI. These program support duties include, but are not limited to:
  • Ensure that the various technical, operational, financial and administrative needs of assigned country programs are being met by managing and coordinating a Regional Support Team and liaising with other support departments
  • Responsible for the overall financial health of assigned country programs including preparation and review of donor budgets and monitoring their implementation in close collaboration with the Senior Financial Advisor
  • Participate in setting and monitoring country objectives and strategies and developing the long-term vision of success for country programs
  • Improve processes and systems within the Regional Support Team to increase efficiency and quality of work
  • Assist in building, maintaining, and strengthening donor relations;
  • Build relationships with other departments at PSI to provide service to country programs and solve problems
  • Provide technical assistance travel to field offices
  • Support and contribute to New Business Development opportunities, including developing new contacts and funding sources, identifying new project/product opportunities, writing proposals, developing donor budgets, and designing new programmatic interventions
  • Support and contribute to country, regional and corporate strategies, capacity building initiatives and the achievement of programmatic objectives, as appropriate
  • Play a lead role in the recruitment and training of PSI/W Regional Support Team staff and assist with recruitment of field-based staff as appropriate
  • Supervise and mentor a team with attention to opportunities for growth and development
  • Advise Regional Director, Deputy Regional Director and other staff members on relevant issues; keeping them informed of significant developments and issues pertaining to the country programs or impacting operations overall
QUALIFICATIONS:
  • At least four years work experience in a developing country, preferably in Africa;
  • Three years prior management experience, including supervision of staff
  • Experience managing multiple projects concurrently preferred
  • Significant experience in developing and monitoring budgets
  • Demonstrated management capacity in a fast paced work environment
  • Relevant post-graduate degree (MBA, MIA, MPA, MPH, etc.)
  • Demonstrated experience with international donors and familiarity with international development and health issues; experience with USAID, DFID, Global Fund and/or KfW highly preferred
  • Private sector management, marketing and/or communications experience preferred
  • Fluency in English and a high level of proficiency in French required
Successful candidates will exhibit creative thinking ability; have excellent writing, analytical, interpersonal, organizational, and cross-cultural skills; a demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; and an interest in private sector approaches to development.
