PROPOSALS ENGINEER
OYA PETRO OILFIELD SERVICES
A leading oil and gas service company require an experienced Proposals Engineer for this staff position in Oya Petro Oilfield Services.
Job Purpose:
To take responsibility for the completion of all the technical and engineering requirements which are contained in the Pre- Qualification / Tender / Proposal invitations. A comprehensive understanding of the scope of work is required and the ability to identify risks, both engineering and commercial.
Key Responsibilities
TENDERS & PROPOSALS:
o Prepare, in conjunction with the relevant departments, full technical methodology statements, engineering solutions and equipment specifications relevant to the tender.
o Develop and take ownership of a full technical library and product database, including historical projects, that can be utilized on all on-going tenders
o Gain a full understanding of and be able to present the technical aspects of the companies' service offering.
o Review all enquiry or invitation to tender documents subject for final approval by the Department Head.
o Ensure that a bid or no bid decision takes place in accordance with procedures.
o Evaluate Invitation to Tender and RFQ requests such that compliance response requirements are identified and associated actions completed.
o Produce tender summaries for all departments that will have an input to the tender. Identify timescales for when this input is required to meet the tender schedule.
o Create detailed Scope of Supply Methodology in conjunction with Technical Services Department so that tender response accurately reflects equipment, personnel and services to be provided.
o Obtain technical, commercial and contractual qualifications & exceptions as relevant, for input into bid document.
o Comply with timeline and deadlines specified by client.
o Apply tender procedures to all activities to ensure consistency of approach.
o Maintain a library of up-to-date standard templates that can be used as a basis for preparation of different types of tender, it being understood that the templates should always be modified as necessary to reflect the requirements of individual clients.
o Ensure that all activities comply with companies operating policies and procedures.
o Ensure that all activities comply with companies HSEQ policy and procedures.
COMPLYING WITH PROCEDURES:
o Ensure all operations comply with the Company and Client operating policies and procedures.
o Ensure all operations comply with the Company Health and Safety policy as defined in the Company handbook.
PERSON SPECIFICATION
Experience:
Experience:
o Minimum 5 years working experience in relevant Oil & Gas environment with demonstrated track record of delivery.
o Technical and commercial experience within International markets.
o Experience of tendering and proposal management in oilfield related services.
Education:
o Technical qualification, (preferably Mechanical Engineer) or practical experience would be an advantage
o Demonstrated fluency in written and spoken English.
o Business, Financial or Contract Management Qualification desirable.
