MISSION CONTEXT
The Ebola epidemic was confirmed in Guinea on March 2014. This is the first deadly outbreak in West Africa. This virus appeared in the forest area very close to the border with Sierra Leone and Liberia and, starting from March 2014, quickly spread to neighbouring districts in the two countries. The international response has been slow and the epidemic is still out of control today.
According to estimates, 9,000 people have been affected by the epidemic since March and 5,000 lost their lives. It is impossible to know how many people will eventually be affected by the epidemic, and the number of 20,000 victims extrapolated by WHO is for resource mobilization purposes; research on treatments and vaccines is ongoing but there is no indication of concrete outcomes in the short term. Various factors contribute to the complexity of the situation: health, geography, culture, politics, economy and logistics.
PROGRAMME OBJECTIVES
The Handicap International "Mano River" programme that covers Liberia and Sierra Leone (programme based in SL) was implementing the following projects until the outbreak of the epidemic in these two countries early in the summer of 2014: two Inclusive Education projects (1 in Liberia and 1 in Sierra Leone); 1 Mother and Child Health Project (SL), and 1 civil society support project (disability movement) in Liberia. These projects have been stopped and their human resources devoted to the Ebola response.
The HI response to Ebola focused this summer on raising the awareness of people with disabilities, either through direct awareness actions with this vulnerable group, or through sensitisation of stakeholders in the field (authorities, NGOs) in order to include the disability dimension in their awareness campaigns. Awareness campaigns were accompanied by a distribution of hygiene products.
Today, in Sierra Leone, HI is leader of the “special needs” sub-committee of the cluster “Social Mobilisation” (lead by UNICEF). HI is about to launch a national project, in coordination with several NGOs, to ensure inclusion of vulnerable groups in the Social Mobilisation response to Ebola outbreak in Sierra Leone. In few districts HI is also planning an assessment of the other impacts of the Ebola outbreak: on health system, food security, psychosocial, WASH…etc. HI is committed to meet the need identified by this assessment with the set-up of new projects. Recently new areas of interventions are considered as ambulance fleet management and involvement in DVFP (Disability and Vulnerability Focal Point) mechanism at district level.
More recently new areas of intervention have been identified 1) Ambulance fleet management and 2) involvement in DVFP mechanism at district level.
The ambulance fleet management in Western area has been identified as a huge gap and this project and if conducted it could have a tremendous impact on the control of the epidemic in the district. This is also in the context of a surge in the response before the Christmas period (start the 14th December) where the response should be double (HR, Logistic, stock, etc). This is where HI has decided to invest in now and the most urgently.
Given this HR set up and the magnitude of the epidemic and its consequences, in order to launch the DVFP project, it has been decided to recruit a DVFP Project Manager.
MAIN RESPONSABILITIES AND TASKS OF THE EXPATRIATE
Under the responsibility of the DVFP Project Manager, you are responsible for:
The Information Manager will be responsible of the development, implementation and follow up of tools related to the Support to Protection Desks project in 3 districts in Sierra Leone. The tools might be questionnaires for needs assessments following a protection alert, referral forms, database, communication tools…
§ The Information Manager ensures that the “Beneficiary Information System Management” related to the project is set-up and appropriated by the team under her/his responsibility (referral forms, vulnerability/needs assessment forms, beneficiaries data base, follow up tools, methodological guidelines);
§ S/he coordinates with potential partners in the development of tools to ensure all protection issues are foreseen by the project;
§ S/he ensures that data related to the project under her/his management are collected and compiled in the project database;
§ Based on existing HI tools and in coordination with the Technical Advisors, s/he supports the Project manager in the development of communication tools about the Protection Desk, sensitization and training tools, etc.
§ S/he provides her/his colleagues with statistical data and analysis on the activities under her/his responsibility;
§ S/he prepares statistical reports that will document the project.
§ Regular reporting on the above activities (statistic, review monthly objectives, etc.) as per requested by the Project manager;
§ Support the PM in activity follow-up for internal and external reporting by providing relevant data related to her/his position;
§ S/he provides regular reporting on the activities to her/his line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.)
REQUIRED PROFILE
§ Degree in Information Management system or equivalent
§ At least 1 years of professional experience in protection or inclusion projects
§ Experience in humanitarian context, preferably in emergency
§ Previous experience on “DVFP” project is an assets

The Country Director will undertake overall responsibility for managing IRW’s interventions in the country to the Country Programmes and Regional Strategies, outlining resources requirements of the programme, and periodically reassessing the programme to meet its short and long term needs. Background
UNFPA Tanzania has since 2013 supported activities towards the abandonment of FGM/C both at the community level and policy level.
Female Genital Mutilation/Cutting (FGM/C) is a common cultural and traditional practice in Tanzania and more prevalent in regions of Manyara, Mara, Arusha, Dodoma and Singida. The forms and severity of FGM/C practices varies from one area to another. FGM/C is a life threatening health issue, human right issue and a manifestation of gender inequality. It has a direct contribution to neonate and maternal mortality. FGM/C abandonment can be achieved by behavioural changes both at the individual level and in the community at large.
In Tanzania FGM/C is against the law and there have been several efforts by the government, civil society organisation and other stakeholder to encourage communities to abandon it, the practice still prevails due to among others strong culture beliefs.
UNFPA Tanzania is currently providing support in Mara region specifically in Tarime; and has plans to upscale the programme to the other areas in the region and to other regions.
Deliverables/ Expected Outputs:
The main assignment of the Consultant
Under the direct supervision of the Programme Specialist Gender, the International Programme Specialist assists in the formulation of a comprehensive multi-sectoral FGM programme for Tarime and Mara region as part of the UNFPA broader Gender Programme. She/He will support implementation, monitoring and evaluation of the current support provided in Tarime to ensure that the outcomes are in line with government, UN Delivery as One and UNFPA policies and procedures. In this she/he will liaise with other UNFPA implementing partners in Tarime among other stakeholders. The International Programme Specialist is part of the gender team that provides support to the national response to sexual and gender based violence and also serves as a technical resource for FGM response for the UNFPA CO and its Implementing Partners. She/He is instrumental in facilitating programme/project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.
The International Programme Specialist will:
  • Provide technical support to the Tarime FGM Network to develop and implement a comprehensive strategy to end FGM
  • Review the UNFPA support in Tarime, map other partners’ support in Mara region and recommend for a comprehensive FGM programme in Mara
  • Identify gaps in service provision and make recommendations for the development of services at the Masanga Centre, including the Masanga health facility to improve the effectiveness of services in providing protection and support to girls and women experiencing FGM and other SGBV
  • Develop and improve ways of addressing the behaviour and attitude of parents and the community in general towards FGM and SGBV by means of enforcement, including prosecution, and support for behaviour change.
  • Liaise with other stakeholders including the police, health, traditional leaders and ngaribas to identify mechanisms to protect girls and boys from FGM and SGBV
  • Train the youth at Masanga centre to document human interest stories and other information/advocacy materials, such as newsletters, papers, leaflets, and factsheets for both web-based and traditional media as appropriate.
  • Support organising and promoting agenda for the international day against FGM, International Day of the Girl Child, International Women’s Day and 16 Days of Activism in Masanga
Qualifications and Experience:
· Successful candidates must have an advance degree in gender, health, population and/or other related social science field. A basic degree in medicine is an added advantage
· We expect professional experience of 5 to 10 years in community work, preferably in health, FGM, SGBV and in gender
· Thorough knowledge of state of art, proficiency in current office software applications. Language requirements are: fluency in English.
· Knowledge of Kiswahili is an advantage.
· Familiarity and knowledge of the functioning of the UN and its policies will be an added advantage.
· Experience work in Tanzania and specifically in Mara region is an asset

Microfinance Manager

We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.
IESC is seeking a Microfinance Manager for a Financial Services Program in Mali. The anticipated USAID-funded activity will be a multi-year effort to promote access to finance and increase investment in Mali, with the ultimate objective to promote sustainable, private sector-led economic growth. Potential areas of focus could include loan guarantee mechanisms; agriculture finance; small and medium enterprise (SME) finance; and/or microfinance. This position is full-time and based in Mali.
Duties and Responsibilities:
  • Play a critical supporting role in an initial financial sector assessment;
  • Support the development of larger Microfinance Institutions (MFIs) loan offerings;
  • Support the MFIs to develop new lending products;
  • Work with SMEs to establish new loans from MFIs;
  • Provide ongoing support to the MFIs to promote MFI capacity development;
  • Write scopes of work and support short term technical experts delivering technical assistance and training in Mali;
  • Collaborate with local consultants and volunteers to provide enterprise support;
  • Draft sections of program reports, identify, and report on program successes and achievements.
Qualifications:
  • University degree in business management, accounting, finance or a related field;
  • At least five years of experience working for a microfinance institution in Mali, ideally with some management responsibility;
  • Experience developing and/or marketing microfinance lending products;
  • USAID or other donor experience preferred;
  • Fluency in French and strong English language ability required;
  • Excellent written communications skills in English required;
  • Experience working in West Africa and in particular strong familiarity with Malian culture and banking environment.

Manage Customer Service Centre: main contact point for customers, input customer master data, offers, orders, loading orders, BL, invoices by ensuring that support teams understand the end-to-end business process so as to be able to offer quality support to the business.  In addition will communicate to and engage key business stakeholders across functions on a regular basis through formal and informal means.


Pricing & Supply.

Pricing & Supply: in coordination with sales defines pricing strategies to maximize margin and meet volume objectives. Analyzes price change patterns of competitors and continuously adapt to it based on current supply costs. Manages the relationship with Trading, Operations and Taxation teams to identify cost saving opportunities and ensure product availability.   Maintains the price database and ensures effective supply of all products.


Delivery Scheduling.

Delivery scheduling: develops optimized delivery schedules ensuring lowest cost to serve and satisfactory service levels. Search for the proper balance between service quality and fleet efficiency.


Mass Balance monitoring.

Ensures process flow of the individual transactions within the Mass Balance report is smooth and timely. Serves as gatekeeper for other teams to highlight and identify issues that require immediate attention.


People development.

Ensures coordination within the team and an effective interface with the other departments.  Ensures that all Business Support roles are properly staffed. Creates a positive environment that promotes and recognizes individual and team efforts. Develops the necessary skills and capabilities within the team to achieve the business goals and objectives.

• Superior degree with experience on managing Sales administration department, logistics, dealing with customers.
• 5 years minimum of experience in distribution business, including supply chain exposure and retail operations.

Main Purpose

Supervise the filling of tankers, discharge and loading of vessels, transfer of product between tanks, loading rack and supervision of Terminal maintenance and Operations personnel

Key Responsibilities

Review daily inventory movement by means of reports to verify that there are no deficits or surpluses, or any operations performed wrongly. Review the facility operations daily by means of inspection rounds and reports.  Program preventive and corrective maintenance and recommend these to Plant Superintendent.

Prepare and request purchase orders for tools, materials and equipment following approved process and procedure.
Prepare work orders in the appropriate forms to ensure that work within the Terminal is performed with maximum security and in the safety conditions.
Perform and/or coordinate with contractors, maintenance activities at the Terminal based on programs previously determined by the Superintendence. Comply with any task entrusted by the Superintendent within the operations of the Terminal.

Supervise Terminal employees as required. Supervise and coordinate Plant personnel schedules and activities. Participate in all training courses scheduled by the Superintendence of the Terminal, as well as in all contingency drills.

Main Purpose

Responsible to manage Credit & Collections function of a given business unit(s).

Key Responsibilities

Manage credit risk of given business units with emphasis on monitoring and improving performance in the area of credit & collection.  
Enhancing and maintaining system for gathering, monitoring and reporting credit data for distribution to the country managers. Monitoring local credit committee meetings and decisions, accordingly to DOA.
Preparing and reviewing loss forecasts for existing customers, prospective customers and new customers and providing support to business unit managers on loss estimates utilized in the business unit planning and decision making process, and making recommendations to executive management.  Create and maintain reporting on group exposure to international clients.
Central point of contract for developing and administering PEI’s Credit & Collection policy.  Gathering and monitoring competitive credit /policy practices at the local and regional level.
Coordination of local legal and private collection agents on recovery issues.
Conduct Credit visits to customers as required. Keep up-to-date on issues within the businesses by having close relationships with the sales managers.
Weekly/monthly credit reports sent to regional office

Knowledge Skills and Abilities

Knowledge of Microsoft Office
Fluent in English (other languages will be a plus)
Knowledge of developing KPI’s in order to improve on going system and process issues

Definir, implementar e assegurar o cumprimento da política e procedimentos de Saúde, Segurança e Ambiente que regulam as actividades da Pumangol, Lda por forma a garantir um ambiente seguro em toda a actividade.
Responsável por uma operação segura respondendo a incêndios e emergências de acordo com as políticas da empresa. Realiza uma série de verificações tanto de rotina como aleatória para garantir a adequação dos sistemas e equipamentos fornecidos.

Key Responsibilities

Assegurar o cumprimento de todas as obrigações legais, regras e normas de Segurança no Trabalho nacionais e internacionais, na actividade da Pumangol, garantindo a monitorização e a supervisão dessas mesmas actividades  por forma a minimizar e prevenir o risco de actos inseguros, acidentes e incidentes.
Analisar as situações de actos inseguros, acidentes e incidentes de trabalho em toda a actividade da Pumangol, de acordo com a sua tipologia, frequência e gravidade, fornecendo orientações sobre os procedimentos a adoptar na resolução/ prevenção de situações similares, de forma a disponibilizar indicadores de gestão e relatórios internos com a informação sobre as actividades desenvolvidas pela Empresa no âmbito da Seguranca no Trabalho.
Assegurar o planeamento, gestão e execução periódica de exercícios de simulação para aferir a eficácia dos Planos de  Segurança definidos (ex. Plano de emergência, plano de evacuação, etc.), assegurando a sua efectividade e validade ao longo do tempo.
Mantém e testa os equipamentos de protecção contra incêndio segundo periodicidade estabelecida atendendo a padrões de bom funcionamento. Direcciona a equipe de bombeiros na realização de manutenção. 
Proceder ao levantamento das necessidades de formação, no âmbito da Segurança no Trabalho, bem como planear/ ministrar as acções de formação sobre boas práticas e técnicas a adoptar, de forma a transferir conhecimento útil e relevante aos colaboradores da Pumangol e clientes, cumprindo as obrigações legais vigentes e promovendo a prevenção de eventuais acidentes e riscos em contexto laboral.
Assegurar o relacionamento e a articulação entre os órgãos de higiene e/ ou outros organismos oficiais e a Pumangol, com vista à análise e cumprimento dos regulamentos em matéria de Seguranca no Trabalho, bem como a realização de reuniões com os colaboradores com vista à definição e adopção das melhores técnicas e práticas de Seguranca no Trabalho.
Cumprir com outras responsabilidades, não especificadas, necessárias à prossecução dos objectivos da equipa de trabalho ou da Empresa.
Assegurar a identificação e reporte de actos inseguros, acidentes e incidentes  na actividade da Pumangol, por forma a assegurar o reporte à Direcção de acordo com a sua tipologia, frequência e gravidade, assumindo as medidas correctivas necessárias ou fornecendo orientações sobre os procedimentos a adoptar na resolução/ prevenção de situações similares, por forma a promover o aumento da segurança em ambiente de trabalho.
Garantir a operacionalidade dos equipamentos de segurança da Pumangol, através da verificação periódica da sua funcionalidade, por forma a assegurar a disponibilidade dos meios e recursos necessários a uma actuação eficaz.
Apoiar a elaboração do orçamento da Direcção. 
Reportar a nivel  nacional e global todo tipo de acidentes e incidentes dentro da plataforma electronica usada pela empresa.
Participar sempre que necessario visitas de vistoria Ambiental e do Corpo dos bombeiros.
Reportar directamente ao Director de Segurança do grupo DT para assuntos concernentes a segurança dos postos.
