SUMMARY:
Counterpart International is seeking a Chief of Party for our 5-year project, Supporting the Efforts of Partners (STEPS) program in Malawi. The program will provide support to enhance organizational capacity and internal governance of targeted Civil Society Organizations (CSOs), including a subset of CSOs working in the HIV/Malaria sectors, enabling them to increase impact in their respective sectors, at both the local and national level. The scope of STEPS activity will be accomplished through two components: 1) Organizational Capacity Development (OCD) and 2) sub-grant awards and management. As Chief of Party, this position will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Malawi. The COP will provide vision and technical leadership on issues of OCD. S/he will provide financial and administrative oversight and day-to-day management and implementation of the program. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications.
DUTIES AND RESPONSIBILITIES:
• Provide overall vision and strategic management of the program.
• Provide technical leadership on issues of civil society strengthening and OCD.
• Lead the design and implementation of program components and strategies.
• Serve as primary liaison to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations.
• Ensure the highest quality of program monitoring, evaluation, reporting and communications.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Supervise and provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
Requirements• Master’s degree in social sciences, community development, communications, business, international development, and/or other related field.
• Minimum ten years progressively responsible management experience, with significant experience administering donor-funded programs in the areas of OCD.
• Minimum five years of experience working on OCD in Africa, particular in Southern or East Africa.
• Demonstrated capacity to develop solid working relationships local counterparts, including CSO leadership and staff, senior government officials, local governments, and to coordinate closely with other donors.
• Demonstrated knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Proven leadership, management and decision-making skills.
• Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
• Commitment to gender integration, experience with gender integration a plus.
• English fluency is required.
