Position Summary
The consultant will provide logistical assistance to Futures Group in implementing and coordinating the creation of an mHealth Market Access Model and Support Tools in Ghana. This work involves assistance relating to the GSMA Foundation's overall purpose of providing mHealth economic proof points that educate, empower and enable procurement managers to include mHealth in the country health budget.
The consultant will be charged with providing ongoing logistical assistance to the data collection teams before, during and after in country consultations. Prior to in country visits, the consultant will be responsible for assisting the field teams in constructing the stakeholder portfolio, working with the technical team to organize each country's steering committee and building rapport. It is expected that the consultant will have existing relationships with some or all stakeholder groups and will make initial contact with appropriate persons and/or representatives. Stakeholders are expected to include, but are not limited to the following; mobile services providers, decision makers in Ministries of Heath/Finance/Communications, health care providers (both public and private) and other mobile infrastructure organizations including those within the mobile services supply chain. Support will continue through the completion of logistics associated with the GSMA team's in country time, detailing day to day meeting agendas, local travel arrangements and accommodations. Post in-country time, follow-up data collection may be required of the consultant at the discretion of the assigned technical team members.
Key Responsibilities
  • The consultant will act as the primary coordinator for stakeholder meetings, ensuring that all critical representatives have the opportunity to contribute to the models.
  • Construct logical agendas respecting the time of the data collection team and relevant stakeholders.
  • Assist the GSMA team to coordinate in country data collectors, data entrants, analysts, and report writers.
  • Strategize with the GSMA team on issues/delays affecting data collection.
  • Assist in document preparation for steering committee members and local communications.
  • Liaise with any local GSMA representatives, associated Futures Group offices and the project team.

Description
Background
The President and Commander-in-Chief of the Armed Forces of Nigeria, Dr. Goodluck Ebele Jonathan, GCFR, inaugurated the newly reconstituted board of the National Population Commission (NPopC) on June 26, 2012. The new Commission is to continue the mandate of the organization, to include:
  1. Undertaking periodic enumeration of population through sample surveys, censuses or otherwise.
  2. Establishing and maintaining machinery for continuous and universal registration of births and deaths throughout the federation.
  3. Advising the President on Population matters; and
  4. Publishing and providing information data on population for the purpose of facilitating economic and development planning.
In 2013, the USAID-funded Health Policy Project (HPP), in collaboration with partners, facilitated a retreat to acquaint and equip NPopC members and staff with necessary information on population dynamics and family planning to meet their constitutional mandate. On the final day of the retreat, NPopC Commissioners drafted a road map for the review and revision of the 2004 National Policy on Population for Sustainable Development (NPP). Since that time, progress on the implementation of the road map has stalled.
Position Summary
Futures Group/HPP Nigeria is seeking a Consultant to work with NPopC to manage the implementation of the road map for the review of the 2004 NPP and adoption of a revised population policy at NPopC.
The consultant will be responsible for the following scope of work:
  1. Provide logistics and technical support for road map implementation, ensuring benchmarks are met. Responsibilities include:
    1. In collaboration with NPopC, facilitate meetings of the Population Technical Working Group (PTWG), the Population Management Committee and other actors charged with reviewing the achievements of the 2004 NPP and drafting the revised policy.
    2. Keep up to date documentation of all road map activities, building on challenges, achievements and lessons learned.
    3. In conjunction with NPopC, liaise with technical staff, civil society organizations, international partners, Government of Nigeria Ministries and Agencies and others involved in the road map implementation process.
    4. Other duties as defined by NPopC and HPP.
  2. Provide technical assistance on the review of the 2004 NPP and formulation of the revised policy.
    1. In collaboration with NPopC, provide subject matter expertise/technical assistance in demography, family planning and the policy review and formulation process.
    2. Participate in and/or prepare written materials based on convened meetings and consultation outcomes in key Nigerian states/zones, to include: a draft and/or final process for reviewing the achievements of the NPP; a draft and/or final report featuring results from the NPP review; and a position paper to reflect NPopC's recommendations for the new national policy.
  3. Build the capacity of NPopC members and staff to support sustained implementation of road map activities beyond the duration of the consultancy.
  4. Participate in regular meetings with Futures Group/HPP project staff in Nigeria and Washington, DC, keeping them informed of progress to date.
  5. Liaise with NPopC and Futures Group/HPP project staff during the implementation of an Organizational Capacity Assessment at NPopC.
Deliverables
  • Monthly reports to NPopC, Futures Group/HPP project staff on progress toward the implementation of the road map, submitted on the final workday of each month.
  • Monthly meetings with NPopC management to discuss prospects and challenges towards the implementation of the road map.
  • In collaboration with NPopC:
    • Report/guidelines outlining the NPP Review process;
    • Report highlighting the outcomes of the NPP Review; and
    • Position paper featuring recommendations for the new national policy.

Market Section Manager, Nigeria

I. TechnoServe Background:

We are a nonprofit organization that develops business solutions to poverty by linking people to information, capital and markets. Our work is rooted in the idea that given the opportunity, hardworking men and women in even the poorest places can generate income, jobs and wealth for their families and communities. TechnoServe operates in more than 30 developing countries with over 1,000 employees.
II. Program Description:
The UK Department for International Development (DFID) has initiated a Rural Agricultural Markets Program focused on Northern Nigeria entitled PrOpCom Mai-Karfi. This five-year program aims to increase the incomes of 500,000 impoverished Northern Nigerians by 50%, with half of program recipients being women. PrOpCom uses a Making Markets Work for the Poor (M4P) approach, which aims to accelerate pro-poor growth by strengthening markets and achieving greater fairness for poor men and women within those markets. Key markets of intervention include soap and seeds, as well as cross-cutting markets such as fertilizers and tractor services.
III. Job Responsibilities:
The Market Sector Manager will provide strategic guidance and management for a set of key target markets identified for their potential to increase incomes for the poor, particularly women. He/she will identify and design potential market interventions that address key market constraints, develop strategies for implementing those interventions, and develop and manage relationships with partners and stakeholders to achieve programmatic goals.
Specific responsibilities of the Market Section Manager include the following:
  • Provide overall strategic direction for a set of key markets and interventions within those markets; monitoring and quality assuring all intervention guides and resulting outputs
  • Identify new high-potential markets; liaise with program senior management team on potential markets and design effective implementation strategies for market interventions ensuring that the meet all donor and program requirements
  • Initiate and manage all market-related value chain analysis ensuring study designs, contracting and implementation are done according to standards
  • Drive the stakeholder analysis of selected commodity chains as well as identify and contact potential agents of change
  • Oversee the implementation of all market interventions, including setting workplans and course-correcting as necessary
  • Identify, establish and manage strategic partnerships within selected markets, coordinating administrative aspects such as MoUs and contracts
  • Ensure reporting on all intervention activities, including progress reports, on and off field feedback and lessons learnt from each intervention
  • Identify key policy areas for each intervention and establish appropriate partnerships and contacts aimed at driving the policy amendment process where applicable
  • Manage team members to results, providing regular coaching and on-the-job capacity building
  • Establish and maintain processes and systems to ensure strong continued linkages between the program's Results Measurement team and market section teams

Political Economist: Critically analyses institutions using a visual model, objectively allocating roles and functions. Can prescribe an agenda to improve the institutional arrangements for the benefit of poor people. Rigorously analyses the way power and politics affects markets and poverty; can model the power relations; and can prescribe improvements for the benefit of poor people. Collects and arranges complex evidence within an Excel workbook; cost-benefit analysis of economic options; prescription and argument for pro-poor improvements in markets.
V. Qualifications
  • A Masters degree or similar qualification in Business, Economics or Development Studies
  • A minimum of 3 years' experience in implementing and managing projects with at least one year spent in the field on market research projects
  • At least 2 years' experience leading a busy team and coordinating across teams
  • Experience in business strategy development with focus on agricultural value chain analysis
  • Excellent problem solving and quantitative analytical skills
  • Experience reviewing and writing reports
  • Experience developing surveys and data collection instruments for monitoring programs
  • Advanced proficiency in business software (Excel, MS Project and PowerPoint)
  • Knowledge of the institutions and organizations and/or businesses that provide services to the agricultural sector in Nigeria and at the State level
  • Previous supervisory/ managerial responsibilities within a busy team
  • Previous experience using the market for the poor (M4P) approach an added advantage
