1. INTRODUCTION
SOS Children’s Villages is an international social development organisation, focusing on the care and support of orphans and vulnerable children. We support families and communities to build their capacity to protect and care for their children, through our Family Strengthening Programmes. Where children have already lost the care of their biological family, we offer long-term family-based care through our SOS Children’s Villages. In these ways, we support orphans and vulnerable children to be able to grow in a caring family environment. We also run schools and medical centres. SOS advocates for the rights of children and youth and works towards protecting their rights.
SOS Somaliland Education Programme is currently running a kindergarten, a secondary school and a primary school in Hargeisa, Somaliland. SOS Children’s Villages Somaliland is also implementing an education project in Sheikh District in partnership with the government and Community. The project will improve access to primary education – with a special focus on girls – for 1.818 school children in the rural area of Sheikh District;
The proposed project has already established a Teachers Advisory and Resource Centre (TARC), which will provide training, guidance and internet access to local teachers and secure systematic follow-up, training, documentation of best practice, exchange of experience among others. The project is also expected to strengthen the skills of 43 local primary school teachers and the Community Education Committees (CECs) and the school management teams (SMT) The CECs and SMTs will be trained in child rights, administration, organization, planning and financial management, which will enable them to induce positive changes at their schools.
The training of the above groups will be facilitated by Teachers selected from the SOS HG Secondary School Sheikh Teaching Staff.
2. BACKGROUND TO THE ASSIGNMENT
SOS has completed the setup of the Teachers Advisory and Resource Center which will provide training, guidance and internet access to local teachers and secure systematic follow-up, training, documentation of best practice, exchange of experience. Next will be the training of trainers so as to begin the training of the 43 local teachers, the CECs and SMTs.
The training will be facilitated by Teachers selected from the SOS HG Secondary School Sheikh Teaching Staff. The Selected teachers need to have their training skills sharpened so as to effectively deliver training to the project’s target audience.
In view of the foregoing, SOS proposes to engage competent consultants to undertake the assignment.
3. OBJECTIVES
The overall objective of the proposed consultancy is to build the capacity of 12 secondary school teachers drawn from SOS HG Sheikh Secondary School to serve as a pool of resource teachers (trainers of trainers) so as to provide quality training to 43 local teachers, CECs and SMTs.
The Consultant will lead in the development and delivery of a Training of Trainers course for SOS teachers who will serve as trainers for the project. He or she will develop a course made up of different modules and will play a leading role in harmonizing pedagogical approaches and training dynamics.
The specific objectives are to:
3.1 Design, develop and implement a credible and effective training programme rooted in local practices and codes, and informed by international best practices in teaching and teacher development
3.2 Train and have available a skilled, committed group of teachers able to train others to a high standard trainers
4. METHODOLOGY
The Consultant will be expected to employ a blend of participatory methods of training. Training delivery will include but not limited to adult learning principles, lectures, group work, open discussion, practical demonstrations and do-it-yourself sessions.
5. SCOPE OF WORK
The assignment will involve twelve (12) participants - ten (10) teacher- trainers drawn from HG Sheikh Secondary School Sheikh, Somaliland and two (2) project staff. The consultants will be expected to among other tasks:
5.1 Assess the current level of teachers’ competencies in training programme development and pedagogical skills
5.2 Design, develop and deliver appropriate training of trainers’ course including relevant training and resource materials
5.3 Develop and implement a participatory monitoring and evaluation system that will be used to assess among other issues the training content, methods, training materials, the effectiveness of the trainers and the adoption rate by the participants
6. TIMEFRAME
The assignment will be undertaken within 6 consecutive days from 17th to 22nd January 2015, both dates inclusive.
7. DELIVERABLES
The Consultant is expected to deliver the following outputs for this assignment:
7.1 An appropriate training programme, training modules, resource materials and methodology for the delivery of the training
7.2 Process training report complete with annexes, which will include: a training programme, training materials, signed list of participants/trainees, sessions’ photographs, etc.
8. QUALIFICATIONS AND RELEVANT EXPERIENCE
8.1 Qualifications:
Applicants must have an advanced degree in education and be specialized in teaching, preferably
training of teachers and TARC tutors.
8.2 Relevant Experience:
The trainers are expected to have practical experience in organizing and delivering training courses on pedagogical skills, child rights and gender mainstreaming, team work and communication skills under the context of public primary schools in Somaliland; and have background in general school management. Moreover, trainers must have a track record of delivering similar courses for participants who are experienced teachers and demonstrate excellent documentation and communication skills.
