Purpose of the Job
Under the overall guidance of the Deputy Representative, responsible for risk informed planning, implementation, monitoring and evaluation of humanitarian action in coordination with program and operations sections to ensure the survival and wellbeing of children and women and affected communities in humanitarian crisis. Support the strengthening of programming to build resilience of households and communities where children live.
Key result areas
Ø Undertakes and coordinates assessments of the conditions resulting from severe vulnerabilities and emergency situations affecting children and mothers in the country.
Ø Determines priorities for interventions and prepares project proposals for emergency assistance and other related documentation as required. Supports the development and implementation of emergency preparedness and response plans in coordination with programs and operations, and coordinates inputs with inter-agency humanitarian country team contingency plans.
Ø Enhances and manages the UNICEF internal coordination and preparedness of Humanitarian action as per Enterprise risk management (ERM) and Early Warning, Early Action (EWEA) framework.
Ø Ensures that all program and operations staff participate fully in the regular emergency coordination and ensure that the office is in a continuous position to uphold the Core Commitments for Children alongside associated recommendations for strengthening humanitarian action (SHA) as well as the Transformative Agenda. Ensures that risk management and humanitarian action are fully mainstreamed in all program components of the country program.
Ø Supports the management of proposals and reports related to humanitarian issues, building resilience, climate change and environmental sustainability.
Ø Ensures that the Humanitarian Action for Children (HAC) and other fund raising/ management tool are developed timely and effectively when required. Ensures close relationship with humanitarian donors
Ø In the event of an emergency, facilitates collaboration with Department of Civil Protection, sector line ministries related to UNICEF work to ensure the timely delivery of assistance and supplies as well as accountability to affected people.
Ø Monitors the appropriate and effective use of UNICEF resources. Coordinates and ensures proper implementation of office field monitoring aimed at gathering key information on the utilization of resources, the situation of children in crisis, as well as the utilization of resources.
Ø Supports monitoring and evaluation related to building resilience of households and communities to shocks and stresses including effects of climate change.
Ø Supports the collection, analysis and use of data on environmental sustainability. Coordinates the humanitarian information management requirements and ensures that the regular situation reports, humanitarian action updates, donor reports requirements, media briefs, presentation etc. are prepared and updated regularly.
Ø Provides technical support for the development and implementation of sector level disaster risk reduction, climate change and resilience strategies and actions in close coordination with the UNCT and the UN DRM group.
Qualifications and Competencies
Ø Advanced university degree in Social Sciences or other related field.
Ø Eight years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.
Ø Fluency in English and another UN language required. Knowledge of the local working language is an asset.
Ø Current knowledge of humanitarian and development issues, strategies, as well as programming policies and procedures in international development cooperation.
Ø Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
Ø Ability to supervise professional and support staff.
Ø Good analytical, negotiating, communication and advocacy skills.
Ø Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
