Chief of Party - Liberia

Description

Futures Group is seeking a Chief of Party (COP) for a USAID funded program in Liberia intended to provide support in agriculture development and food security with the goal of expanding access and use of agriculture inputs, post-harvest handling, processing, packaging and market services to raise incomes for Liberian small-holder farmers. The COP will be responsible for overall leadership and management of the project including meeting the project’s technical objectives, managing financial resources, managing program staff, managing partnering agreements, maintaining good working relationships with host government officials and local partners, managing donor reporting, and ensuring high-quality service delivery. The COP will represent Futures Group to USAID and other donor groups, Ministries, community organizations, and private sector organizations.

Key Responsibilities

  • Provide overall strategic, technical, programmatic, financial, and management guidance and support for large-scale project activities.
  • Manage a core staff of technical and administrative program professionals and work with the US-based country management support team to ensure responsive and efficient project operations.
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are adhered to.
  • Serve as the primary liaison with the client, other donors, partners, and stakeholders.
  • Work with and build the capacity of local government authorities and local community based organizations.
  • Provide analytical and evaluative techniques to identify, consider, and resolve issues or problems.

Qualifications

  • Excellent oral and written communication skills in English.
  • Master’s degree in Livestock, Agriculture Economics, Agriculture Business, Public Administration, Business Administration, or related field.
  • Experience managing USAID programs.
  • Demonstrated increasing levels of leadership and management responsibility of donor-funded international development projects
  • Minimum of 7 years managing field-based food security or related projects preferably working with agro-enterprises, cooperatives, smallholder farmers, and financial institutions, preferably with direct experience in Liberia.
  • Experience in livestock programming, value addition, value chains, agro-business or agriculture/livestock market development.
  • Experience in coordination and collaboration of stakeholders including government agencies, host country governments and counterparts, and international donor agencies.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Liberian nationals are encouraged to apply.
