Conduct an analysis of Routine Immunization financing at the National and Sub-national levels-Consulatancy

Consultancy Purpose
Save the Children will be engaging the service of a consultant to conduct analysis of funding for immunization at the National and 4 target states. The consultant will review existing document on immunization resourcing. The state level analysis will provide information on resources for immunization at the state and local government levels. The pattern of expenditure for routine immunization will also be analyzed. The analysis will be done to unravel the funding gap for Routine Immunization at National and in four project states (Gombe and Zamfara). The information at the state level will include the amount needed for immunization logistics and supply chain management across all levels. The research questions will include
  1. What percentage of funding for immunization comes from the different levels of government
  2. How many resources do local governments commit to immunization?
  3. What are the key challenges to immunization funding/resourcing?
  4. What are the alternative means of funding for immunization?
Qualification
The identified consultant should have:
  1. Advanced University Degree in Public Health or Social Science
  2. Experience in health budget processes and public financing
  3. Understanding of Nigeria Immunisation Setting and funding including international funding for Immunization
  4. At least 7 years experience of progressive responsible professional work at the national and sub-national levels on public policies and planning
  5. Demonstrated oral and written communication skills
