Director of Clinical Services - Cameroon

Reports to: Program Manager
Location: Douala, Cameroon
The Director of Clinical Services will be based in Douala and report to the Project Manager. S/he will work with the Ministry of Public Health Cameroon (MOPH) at the regional and national levels to expand Option B+ in the Littoral Region and to ensure that national HIV prevention, care, and treatment guidelines are in step with international best practices. The Director of Clinical Services is responsible for the overall technical design of the HIV-Free program and will work with the North and South Teams to ensure a consistent program-wide technical model and successful program implementation. S/he will work with the Program Manager to ensure that day-to-day activities are well-run and that the project work plan is successfully implemented.
Responsibilities:
  • Work in close collaboration with the Project Manager to promote HIV guidelines at the national and regional levels
  • Coordinate with Centers for Disease Control (CDC) and MOPH on key technical issues
  • Guide the technical directors to plan and oversee site needs, work plans, and activities (to systematically monitor the progress versus planned activities/targets)
  • Guide the monitoring and evaluation (M&E)/quality improvement (QI) manager in developing M&E systems and tools for use within the project and at site and district levels
  • Guide the Capacity Building Officer to ensure quality of care at facilities and to incorporate demonstrated needs from Evaluation Performance Measure matrix into trainings and capacity-building programs; build the ability of local organizations and the MOPH to offer strong, comprehensive HIV prevention, care, and treatment services
  • Participate in technical working groups and President’s Emergency Plan for AIDS Relief (PEPFAR) implementing partner meetings to provide technical and contextualized input and guidance for national policies
  • Coordinate program activities undertaken by the North and South Teams to ensure a strong model of implementation and quality across districts
  • Reinforce strong maternal child health (MCH)/HIV services along the continuum of care
  • In collaboration with the district medical officers, technical directors, and program implementation teams, coordinate the development of programmatic materials and trainings as necessary
  • Strengthen collaboration with districts and other implementing partners to improve linkages between the community and facility-based services
  • Support project evaluation design and implementation
  • Identify emerging needs and provide supportive supervision and technical assistance
  • Develop tools and processes to strengthen linkage between the community and HIV services
  • Develop tools and systems to track mother-baby pairs and improve program retention
  • Support and monitor implementation of integrated programming, improving access to HIV services at maternal, newborn, and child health (MNCH) sites
  • Guide the technical directors in creating and adapting tools to identify site and health worker needs and organize and facilitate trainings as needed
  • Apply QI principles to standard supportive supervision through focusing on priority areas and utilizing QI-based methods/tools for improvement
Required skills, knowledge, and experience:
  • At least 10 years of relevant experience
  • Substantial clinical and programmatic experience in HIV and Prevention of Mother to Child Transmission (PMTCT)
  • Strong interpersonal skills and experience in successfully coordinating multidisciplinary teams
  • Good understanding of international development context, experience in international development sector (non-governmental organizations (NGO’s), direct bilateral, multilateral)
  • Skills and knowledge in quality of care assessment and assurance tools
  • Excellent analytical, oral, and written communication skills
  • Experience in working closely with Ministry of Health departments and international donors and knowledge of NGO’s, United Nations (UN) Agencies and community-based organizations (CBO’s) contributing to MCH
  • Knowledge of principles and practices governing CDC and/or other federal grant programs an advantage
  • MD qualification with PMTCT, pediatric experience, public health, or epidemiology background
  • Master’s degree in public health or other relevant master’s degree is an added advantage.
