Job purpose:
At present, BBC Media Action in Nigeria addresses issues of health and governance through a number of different outputs, including factual programming on radio and TV and a limited social media presence. We are looking to expand our outputs onto digital and mobile platforms while strengthening our radio and TV productions.
We are looking for a dynamic and inspiring leader to play a key role as Head of Factual in our production department. This is a senior role within the Production Department and will require strong editorial expertise, extensive programme production experience, creativity and ability to build the skills and capacity of others to oversee our factual outputs.
The Head of Factual will help ensure that our factual outputs are as creative and impactful to ensure we remain a leader in a dynamic and evolving media market. Working with the Executive Editor, she/he will ensure systems are in place to support all aspects of the design and delivery of outputs, from inception to post-production.  She/he will also ensure that deadlines, budgets, and project objectives are met and adhered to.
Building the editorial skills of our staff, to allow them to take on progressively greater roles in making editorial decisions, is a key responsibility of this job.
Main duties:
  • Provide leadership for the factual production team in Nigeria, especially in the areas of editorial decision-making, creativity, technical quality, budgets, delivery deadlines and the overall production process.
  • Actively and enthusiastically support professional development of all team members, especially in editorial judgement and decision-making, but also in creativity and technical skills and create conditions that allow staff to learn, practice and develop in these areas.
  • Develop systems and organise regular editorial and team meetings to make sure that resources are being strategically allocated, scheduled and shared between different teams and programmes.
  • Manage the factual team to coordinate and creatively influence concept development and planning for existing outputs and new productions.
  • Working with the Executive Editor, help identify, recruit, and retain staff and freelancers.
  • Ensure factual outputs fully comply with BBC Editorial guidelines and values. Work with the Executive Editor to manage any editorial issues that may arise.
  • Keep fully across programme budgets and spending to ensure they comply with our project donor requirements.
  • Working with senior members of the project management department, ensuring factual production staff understand the goals of each of our projects and produce all media outputs to align with project objectives.
  • Explore collaborative opportunities with other parts of the BBC or other Nigerian media as appropriate.
  • With the Executive Editor, ensure that BBC Health and Safety guidelines are observed on all factual productions, staff are trained and briefed to manage risk in a highly challenging environment and support is provided to others to take appropriate measures to minimize exposure to perceived risks. Advise and support the Executive Editor to manage risk related to production on all the projects.
Required skills, knowledge and experience:     
  • Strong editorial decision-making experience and ability to uphold good journalistic practice, gained through producing your own factual programs and, ideally, overseeing the outputs of others.

Background:
BBC Media Action is the BBC’s International Development Charity. We currently work in 28 countries around the world, producing radio and television programmes, social media, mobile phone services and enabling face to face dialogue to build knowledge and bring about shifts in attitudes, norms and behaviour.
Job purpose:
Our programmes in Tunisia, Algeria and Libya are run from two offices in Tunis. Our work provides a targeted training and development programme to support development of the media sector and supports national TV broadcasters to develop news, factual and public service programming.
As Head of Finance and Administration, you will be an integral part of the local Senior Management Team and will be responsible for ensuring that BBC Media Action activities in the Maghreb are implemented according to highest standards of financial management and administration in compliance with BBC and BBC Media Action values and regulations as well as Tunisian law and regulations.
You will be responsible for the overall financial management of the Tunisia office and for assisting both our Tunisia/Algeria Country Director and our Libya office Country Director (with programmes currently run from Tunis) with shared functions, compliance issues and business development, whilst also managing the payroll for all teams.
Main duties:
Financial management and control
  • Managing BBC Media Action’s financial transactions for Tunisia programmes. Leading on all aspects of financial and administrative management for the Tunisia office under the supervision of BBC Media Action Country Director and its London Finance and MEE (Middle East and Europe) teams
  • Maintaining the financial integrity of the BBC Media Action Tunisia office, ensuring full compliance with policies and procedures, particularly around cash, advances, banking and assets
  • Reviewing and updating the office’s financial, procurement and human resources policies and procedures and ensuring that all staff are trained to understand and comply with these
  • Being the primary source of expertise for BBC Media Action Tunisia staff on financial best practice
  • Ensuring a fair selection of quality vendors and service providers and fairness and transparency in the awarding of all contracts; overseeing local procurement
  • Occasionally travelling to London, other countries and field sites to undergo training and to undertake audits and spot checks as appropriate

Financial and management accounting

  • Preparing monthly actual versus budget analysis and other management information that may be required from time to time. Communicating the financial status of projects to relevant staff in country using financial reports

Business development
  • Supporting and co-ordinating business development in country for our Tunisia, Algeria and Libya operations
  • Leading on the preparation of budgets for project proposals and ensuring that shared costs are appropriately allocated
Compliance
  • Supporting the Country Director to ensure that Algeria, Tunisia and Libya operations are fully compliant with in-country laws, regulations and government approvals, including local tax laws and advising the Country Director and others as appropriate, on financial and legislative changes that may affect BBC Media Action’s operations
  • Ensuring that both offices are compliant with registration and statutory financial requirements and adapting financial policies and procedures as necessary
  • Ensuring compliance with all financial reporting, budgeting and forecasting requirements of donors, and that all expenditure is incurred and reported in line with donor agreements
Human resources management
  • Developing Human Resources policies for both the Tunisian and Libyan operations are in line with overall BBC policy and ensuring all contracts and policies are in compliance with local/national regulations
  • Developing and reviewing the monthly payroll for both offices and ensuring that all local taxes are appropriately accounted for and paid
  • Supervising the Finance and Administration Assistant to ensure that up-to-date HR records are maintained

Management, training and capacity building
  • Managing and supervising the work of the Tunis office Administrative and Finance Assistant and the Driver and Logistics Assistant and supporting them in developing their skills in finance, administration and logistics

Administration and logistics

We are looking to expand the reach of our drama outputs using digital, mobile and TV platforms while strengthening our current radio productions.
To help us do so, we are looking for a dynamic, creative and inspiring leader to play a lead role as Head of Drama in our production department.
This is a senior role within the production department. The Head of Drama will use her/his strong enthusiasm for storytelling, extensive drama production experience, desire to build the skills and capacity of others and passion to positively impact lives to oversee our drama outputs.
The Head of Drama will take overall lead of, and act as the creative sounding board for, all strand leaders in the Nigeria drama team to facilitate the development of culturally and socially relevant programmes with innovation, style and an approach which leads the industry.
Building the creative skills of our staff to help them grow into creative leaders in their own right is a key responsibility of this job.
Main duties: 
  • Take overall responsibility for the planning, production and delivery of our drama outputs and to develop and maintain systems to ensure we produce high-quality work on time and to budget.    
  • Provide creative leadership for the drama production teams, from researching storylines, planning the overarching themes for each series and overseeing the scriptwriting process through recording, post-production, final edit and delivery.
  • Supervise, train and mentor the producers and assistant producers of each drama output to enable them to hone the creative skills that will allow them to deliver engaging, high quality programs that appeal to audiences and meet BBC Media Action project objectives.
  • Working with the Production Manager and Head of Operations, ensure that resources (both human and material) are strategically allocated, scheduled, and shared between different teams to meet the demands of a busy production schedule.

mHealth Project Design Consultant, Sierra Leone

BBC Media Action:
BBC Media Action uses media and communications to reduce poverty and promote human rights in developing countries. To achieve this, it partners with civil society, local media and governments to:
  • Produce creative programmes in multi-media formats that inform and engage audiences around key development issues.
  • Strengthen the media sector through building professional capacity and infrastructure.
We promote development and human rights through three main thematic areas of health, governance and rights, and resilience. 
BBC Media Action has been operating in Sierra Leone since 2007.  At present, the country office has several projects addressing issues of health, governance, and livelihoods through a variety of outputs including radio content production, capacity building of partner radio stations and social mobilization activities. We remain active in the Ebola response and are also contributing to the emerging focus on recovery. We recently launched a WhatsApp service that has grown rapidly to 10,000 subscribers. 
BBC Media Action has secured funding to design and deliver a mobile scoping study in Sierra Leone. Specifically, the purpose of the study is to explore how mobile phones can be used as a platform to shape demand for health services and improve communications between health practitioners and communities in Sierra Leone. 
Job purpose: 
This position will provide technical direction and insight on the design of mobile audience and market research activities, as well as the development of mobile solutions to contribute to the post-Ebola response efforts in Sierra Leone. Our mHealth interventions need to play to the strengths of BBC Media Action, which include producing creative content that motivates health professionals and communities alike to take positive action. 
The duties will focus on establishing relationships with the stakeholders necessary to make any mobile solution a success. These stakeholders include the Ministry of Health, administrative bodies such as NATCOM, local and international organisations contributing to implementing mobile health solutions, telecommunication companies and technology providers.
The purpose of the job is to establish what are the most appropriate mobile health solutions for BBC Media Action to implement, by making recommendations of what a project would entail, including partnerships and technology specifications, and initial pretesting those solutions with most potential in order to help demonstrate proof of concept to secure funds to implement the solutions at scale. Core to the feasibility study will be a range of audience and market research activities which the consultant will help to design and deliver along with the country-based project team. 
This will be the first substantive initiative of its kind in Sierra Leone and thus the post holder will need to work with colleagues to support their understanding of how mobiles can be integrated into wider country plans and complement existing relevant communication approaches. S/he may also be expected to contribute to the organisation’s international mHealth strategy. 
We require a dynamic individual with experience designing impactful mobile health initiatives that are in partnership with government health departments. S/he needs to be a strategic thinker who understands the commercial mobile industry in countries such as Sierra Leone, and ideally the media and development field. The role requires a professional working to a high level where diplomacy and good interpersonal skills are essential. Experience working with government agencies, partners and sub-contractors is essential. S/he will work closely with research colleagues, content producers and senior management in Sierra Leone and UK.  
Background: 
The Ebola outbreak highlighted the vulnerability of the Sierra Leonean Health System and exacerbated pre-existing insufficiencies. There is global recognition for the need to invest in the health system, via governments and existing community structures, to strengthen healthy systems and frontline care. 
Building on the learnings and success of BBC Media Action’s mHealth services in India, which were designed to equip and train frontline health workers to be more effective communicators of essential health information, we would like to explore developing similar mHealth services for health workers in Sierra Leone. In India, BBC Media Action created a job aid, called Mobile Kunji, and a training course, called Mobile Academy. Both were accessible from simple handsets owned by frontline health workers (FLWs) to assist their communication with communities. Central to this idea is that FLWs play a critical role in delivering critical health information to families and promoting the adoption of life-saving behaviours, complimented by mass media content. 
We propose assessing whether the tools described above, or perhaps simpler products such as repurposing of radio outputs from the Sierra Leone team, could be implemented within the context of Sierra Leone’s health systems. This would have to be in partnership with relevant government and local and international organizations that are using mobile phones to strengthen the capacity of the health system to ensure complementarity, interoperability, sustainability and scale.  
Main duties: 
  • Direct engagement and participation in the public health and ICT for development networks in and about Sierra Leone, to contribute to developing a successful mHealth strategy for Sierra Leone;
  • Establish, maintain and build strategic relationship with the Sierra Leonean government – particularly with the Ministry of Health– to obtain approvals for aspects of services when necessary;
  • Attain a deep understanding of existing BBC Media Action mHealth services that could be adapted to the Sierra Leone context;
  • Analyse the mobile landscape, including service operations, pricing, and market share, to inform project design and recommendations that are sustainable and scalable;
  • Along with research colleagues, design and implement relevant research, such as frontline health worker mobile usage and pretesting of any solutions;
  • Determine and develop the functional and technical specifications of any mobile intervention;
  • When necessary, develop contractual relationships with all external suppliers, such as aggregators, mobile network operators, development agencies and research agencies, technical suppliers that meet project objectives, timelines and budgets and comply with BBC Editorial Policy;
  • Keep abreast of technical and editorial developments in the field and within the BBC, feeding into and making best use of research, in conjunction with the senior project team, adopting new strategies and developing new outputs as technology develops;
  • Represent the ICT elements of the project at external meetings;

Skills, knowledge and experience:   
Essential:
  • Experience designing and managing mobile health services for resource poor settings.
  • A highly effective communicator and negotiator who is diplomatic and persuasive with a range of stakeholders from government officials, NGO partners and telecommunication companies.
  • A deep understanding of working with the mobile industry in developing countries to design and develop Value Added Services (VAS) using technologies including IVR, SMS and USSD.
  • Ability to manage the design and development of IVR and other mobile services in developing countries in a Product Management role.
  • Strong background in user-centred product design with experience of designing and implementing audience and market research, user testing and impact assessments to inform the development and further refinement of mobile services.
