Health Cluster Coordinator
As the Health Cluster Coordinator, you will be seconded by Malteser International as a surge capacity to a country Health Cluster during a humanitarian crisis and will ensure its good performance, promoting and upholding the Humanitarian Principles and the Principles of Partnership. You will provide technical advice to local health authorities and lead a coordinated and effective health sector response together with the national and international community, with specific attention to vulnerable and marginalized population. The Health Cluster Coordinator works within the Health Cluster to ensure that Health Cluster lead agency and partners work together during a humanitarian crisis to achieve the aims of reducing avoidable mortality, morbidity and disability, and restoring the delivery of and equitable access to preventive and curative health care as quickly as possible.
Responsibilities
- Identify and make contact with health sector stakeholders and existing coordination mechanism, including national health authorities, national and international organizations and civil society
- Hold regular coordination meetings with country health cluster partners, building when possible on existing health sector coordination fora
- Collect information from all partners on Who’s Where, since and until When, doing What, and regularly feed the database managed by OCHA (4W). Provide consolidated feedback to all partners and the other clusters
- Assess and monitor the availability of health services in the crisis areas provided by all health actors using GHC tool: Health Resources Availability Mapping System (HeRAMS)
- Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context the IRA tool, as well as follow-on more in-depth health sub-sector assessments, as needed
- Good interpersonal skills and ability to work in a multi-cultural environment where people are included and things get done
- Promote adherence of standards and best practices by all health cluster partners taking into account the need for local adaptation. Promote use of the Health Cluster Guide to ensure the application of common approaches, tools and standards
Qualifications:
- Degree in medicine or nursing and Public Health
- Minimum of 6 years international field experience, of which at least 3 in managing and coordinating health programs in chronic and acute, sudden-onset emergencies
- In-depth knowledge of emergency relief policies and practices within the UN, other UN Specialized Agencies, donor agencies, national and international NGOs
- Sound knowledge and experience about national disaster prevention and preparedness programs
- Ability to prioritize, organize, manage and adapt management style according to need
- Excellent communication and negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities and donors
- Good interpersonal skills and ability to work in a multi-cultural environment where people are included and things get done
- Physical and mental strength
- Excellent knowledge of written and spoken English; knowledge of other languages (French or Spanish) would be an asset
Conditions:
- Start Date: 01.07.2015
- Duration of contract: 18 months, until December 2016
- Duty Station: Global (depending on emergency operations)
- A prior training as HCC by the Global Health Cluster is foreseen
- Salary according to qualification and experience, including insurance package and accommodation
