1. Public Relations & Communications Assistant

Job Description
Reporting to the Manager, Branding, Marketing and Communications, the PR and Communications Assistant will be responsible for:
Media monitoring
Conducting research on media issues relevant to KOTDA.
Maintaining and manage media equipment.
Coordinating and organizing events.
Managing and maintain website content regularly.
Preparing media briefs, invitations, press releases, speeches, talking points.
Managing the investors and other KOTDA stakeholders’ database and coordinating invitations and appointments.Qualifications & Experience
For this position, candidates should possess the following:
Degree in any of the following areas; Mass Communications, Public Relations, Journalism or their equivalent.
At least five years of proven experience in a busy organization either in Public or Private Sector.

Job Description
Reporting to the Procurement Manager, the Procurement Assistant will be responsible for:
Purchasing and warehousing.
Storekeeping.
Undertaking inventory and stock control.
Procuring goods and services.
Carrying out market surveys and research.
Disposal of stores and equipment.
Processing the agenda for the tender/procurement committees and assist in implementing the decisions thereof.
Maintenance of all procurement records including tender and evaluation records and minutes of associated meetings
Any other relevant duties as assigned from time to time.Qualifications & Experience
For this position, candidates should possess the following:
Bachelor’s degree in any of the following. Commerce, Business Administration (Supplies Management Option), Economics, Procurement and Supplies Management, Marketing or their equivalent from a recognized Institution.

Job Description
Reporting to the Director, Infrastructure Development, the Assistant Manager, ICT Engineering will be required to:
Engage with investors on ICT projects and driving the technology agenda for the City.
Analyze and reviewing systems, data and documentation for proposed infrastructure projects.
Implement programmes aimed at promoting ICT in the Konza Techno City in collaboration with other ICT agencies.
Manage implementation of Information Technology Enabled Services (ITES) industrial incubation, science and technology parks and other related ICT facilities.
Schedule and conduct quality audit inspections
Identify variations and potential high risk areas
Secure adherence to standards and procedures and also recommending corrective action plans and improvements in the resolution of non-compliance with standards detected through monitoring and auditing of processes and procedures.Qualifications & Experience

Job Description
Reporting to the Director, Infrastructure Development, the Assistant Manager, Quantity Survey will be responsible for:
Costs related to all developments taking place in Konza Techno City.
Manage all costs relating to all construction works of buildings and civil works from the initial estimates to the final costs.
Seek to minimize costs and enhance value for money, while still achieving the required standards and quality in accordance with established standards and design guidelines for Konza Techno City.
Keep track of any variations to various ongoing contracts giving reports and suggesting remedies for managing variations.
Manage final accounts for the respective individual project at the closure of the project.
Manage preparation of tender and contract documents, including bills of quantities; performance of risk, value management and cost control;
Advise on procurement strategies; identification, analysis and development of responses to commercial risks; preparation and analysis of costing for tenders;
Advice on contractual claims; analysis of outcomes and writing of detailed progress reports; valuation of completed work and arrangement of payments.
Evaluate all tender documents prepared on behalf of KoTDA by consultants.Qualifications & Experience

Job Description
Reporting to the Director, Infrastructure Development, the Assistant Manager, Civil Engineering will be responsible for:
General engineering works pertaining to the development of the Konza Techno City project.
Monitoring and evaluating physical infrastructure developments from design to construction. These will include roads, sewerage, water reticulation, electricity distribution, data and communication cabling.
Ensuring both professional and technical input in developing design guidelines for physical infrastructure and produce drawings for any KoTDA in house requirements.
Oversee technical details including specifications and quantities for tender documentation on all civil works.
Analyze and approve contract construction time for all civil works contracts.
Enforce quality control in terms of material sources, tests, certifications and workmanship during construction
Review all tender documents and Infrastructure designs prepared on behalf of KoTDA by various consultants.Qualifications & Experience
For this position, candidates should possess the following:

Job Description
Reporting to the Chief Executive Officer, the Legal Manager will be required to:
Provide legal advice as well as legal interpretation services to the Management and the Board to ensure statutory compliance with existing law and regulatory requirements.
Prepare legal opinions and advise the management on general issues that may arise from time to time.
Provide advice on any litigation affecting the organization.
Prepare policy papers and instruments, which have legal implications for consideration by appropriate authorities.
Follow-up and update Management on court matters and attending court hearings for and on behalf of KoTDA.
Undertake research on legal issues.
Review legislation, legal documents/instruments, opinions and briefs.
Prepare cabinet briefs, papers and memoranda and develop strategies for stakeholder consultations and engagement.
Ensure compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity.
Coordinate and implement work plans for the legal unit budget and manage its resources.
Liaise with lawyers engaged by KoTDA and Attorney General’s office on legal matters.

For this position, candidates should possess the following:
At least seven years of relevant experience three of which must be in a Senior Management level in Public Service or Private Sector organization.
Experience in agreements related to Public Private Partnerships will be an added advantage
Bachelors of Laws (LL.B) degree from a recognized institution.
Postgraduate Diploma in Legal Studies from the Council of Legal Education.
Been admitted as an advocate of the High Court of Kenya.
Master’s degree in Law (LL.M) or its equivalent qualification from a recognized institution will be an added advantage.

Reporting to the Director, Human Resources and Administration, the Procurement Manager will be required to:
Develop and implement of policies, regulations, strategies, programmes and procedures on procurement and supply chain matters.
Develop and coordinate the preparation of strategic procurement plans and tender specifications in close consultation with the various departments.
Coordinate the development and implementation of procurement plans and budgets.
Prepare, publish and distribute procurement and disposal opportunities including invitation to tender, prequalification documents and invitations for expression of interest.
Propose membership of evaluation committee to the CEO for approval.
Recommend a negotiating team for appointment by CEO.
Carry out periodic market surveys to inform the placing of orders or adjudication by the relevant award committee.
Ensure proper and timely preparation of procurement documents, estimates of expenditures, processing contracts of goods and services and payment documents.
Monitor and ensure compliance with all legal statutory requirements under the mandate of the authority.

Relay Konza value proposition to the business community, the media and the public.
Secure buy-in from government and community to ensure funding and approvals.
Oversee the development, implementation, and control of the communication and marketing budget.
Coordinate and implement marketing plans and programmes.
Coordinate trade-related programs from government and other related agencies.
Oversee the management and facilitation of Information Technology Enabled Services (ITES) industrial incubation, science and technology parks and other related ICT facilities.
