Credit Risk Officers - Project and Structured Finance

The EIB, the European Union's bank, is seeking to recruit for its Risk Management Directorate (RM) - Credit Risk and Policy Department (CRD), Project and Structured Finance Division (PSF) at its headquarters inLuxembourg:
Credit Risk Officers - Project and Structured Finance
This campaign aims to build up a pipeline of candidates for future vacancies (associated with fixed term contracts of 4 years) starting immediately and over the next 12 months
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.
Purpose
The successful candidates will review and provide their credit analysis for new and existing project and structured finance operations, as well as equity investments, within and outside the EU, in accordance with the Bank’s Credit Risk Policy Guidelines (CRPG) and Credit Risk Department (CRD) procedures. S/he will also review and sign off on legal documentation for new projects as well as changes to, or restructurings of, existing operations. The job also includes contributions to internal rating methodologies and credit risk policies and procedures.
Operating Network
S/he will report to the Head of Division, and work in close cooperation with the other Division members. There will be extensive contacts with colleagues in Risk Management, Front Office Lending, Legal, Portfolio Management and Restructuring, and Technical Directorates.
Professional background and general requirements
Prior credit risk management experience is not an absolute pre-requisite. Candidates without direct credit risk management experience but with sound understanding of credit risk in project and structured finance through exposure to bank front office activity (loan / project origination and structuring), consulting or risk rating work are encouraged to apply.
The successful candidates are expected to work on several projects in parallel with a large degree of autonomy and independence.  Ability to analyze complex financing proposals, understand and quantify credit risks, and propose solutions, is key. The role involves extensive interaction with colleagues from other services for which strong interpersonal and communication skills are essential.     
Accountabilities
  • Independently assess the credit risks of proposed project and structured finance operations and equity investment, formulate independent credit opinions and recommendations on such proposals and determine associated risk ratings and pricing
  • Validate counterpart ratings for project and structured finance operations post-signature
  • Comment and clear draft finance and project documentation from a credit standpoint
  • Give second opinions on key post signature events including restructurings
  • Propose and participate in discussions on changes to the Bank’s Credit Risk Policy Guidelines
  • Contribute to the development and improvement of procedures, support and control systems, IT systems, methodologies and working tools
Qualifications
  • University degree, preferably in Finance or a business related field. Post graduate education in a related subject would be an advantage
  • At least 5-7 years of relevant professional experience in credit risk assessment and/or lending/investing in a financial sector relevant to the divisions activity. Relevant experience gained with non-financial institutions such as consulting companies and risk rating agencies will be considered
  • Extensive knowledge and experience of counterpart, project and structured finance credit risk analysis and rating methodologies
  • Proficiency in reviewing and commenting on complex legal structures
  • Familiarity with direct equity and venture capital fund operations would be an advantage
  • Experience in credit risk policy development would be an advantage
  • Knowledge of standard computer tools
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s   working languages
