Program Manager II- Global Fund Director, Mali

Job Summary:
The Catholic Relief Services (CRS) Global Fund Director leads a team of approximately 20 staff to implemented the Global Fund Round 10 Tuberculosis (GF R10 TB) grant in Mali. It is implemented in partnership with the Government of Mali’s National Program to Combat Tuberculosis (PNLT) and 3 local NGOs who act as GF R10 TB sub-recipients (SR). The GF Director is responsible for program outcomes, as well as strict adherence to CRS and donor rules and regulations. The estimated budget for the current round and New Funding Model phase is approximately US$ 11 million.
Job Responsibilities: A. Program Quality: 1. With key program staff and stakeholders, ensure the GF R10 TB program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
  1. Ensure that vision and plans for the program are adhered to and are in line with CRS agency and country program strategies.
  2. Oversee periodic technical reviews and manage changes in program direction and focus.
  3. In collaboration with program and SR staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  4. Ensure that Monitoring, Evaluation, Accountability and Learning (MEAL) is incorporated into evolving program plans, and the agency MEAL policy is followed.
  5. Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance.
  6. Ensure integration of program interventions with other CRS programs or through linkages with other service providers wherever possible.
  7. With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all SRs.
B. Management and Administration:
  1. Manage program budgets, including tracking of financial and material resources.
  2. Ensure timely and quality Program Update/Disbursement Requests (PU/DR) in collaboration with regional and global support staff.
  3. Ensure accurate and timely reporting of program finances and progress status; review actual financial performance against the budget, and explain variances on a regular basis.
  4. Together with the Finance Manager and Head of Operations, ensure accurate accounting including accurate recording of inter-fund transactions, and reconciliation between cash and accrual accounting systems.
  5. Ensure staff compliance with all CRS and GF administrative and operational procedures and policies, as well as applicable donor regulations.
  6. Together with the Senior Admin & Operations Manager, ensure timely procurement of program inputs for CRS and SRs, and ensure procedures followed adhere to GF minimum standards and CRS procurement policy.
  7. Ensure strict adherence to the GF’s Zero Cash Policy (ZCP), and work to identify solutions for ZCP related operational challenges
  8. Approve program expenditures, budget adjustments, and cost modification requests to donors.
C. Representation and Advocacy:
  1. In support of CRS Country Representative (CR), act as primary program contact to the Ministry of Health, the GF and other local and international stakeholders, responsible for addressing all program matters.
  2. In collaboration with CRS CR, strengthen linkages with the SRs as well as other Principal Recipients.
  3. In collaboration with CRS CR, oversee program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.
D. Human Resource Management:
  1. Lead, manage and supervise a team of CRS staff to meet program objectives.
  2. Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  3. Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.

Qualifications and Skills: 1. Minimum MBA, Masters Degree in Public Health, International Relations or related field required.
  1. Minimum 5 years of international development experience with complex projects.
  2. Minimum 3 years working with Global Fund funding.
  3. Knowledge of key GF regulations, including but not limited to Zero Cash Policy, and the New Funding Mechanism.
  4. Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
  5. Proven ability to operate effectively in a matrixed management structure.
  6. Proven experience in building and maintaining fruitful relationships with the Ministry of Health, and other MoH decentralized stakeholders.
  7. Experience with participatory methods and partnerships required.
  8. Public relations skills required.
  9. Proven ability to think strategically.
  10. Flexibility to work both in a team and independently.
  11. Cultural sensitivity, patience and flexibility.
  12. Demonstrated personal accountability and driven to serve others.
  13. Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships highly desired.
  14. Ability to travel nationally and internationally as required.
  15. Excellent English language oral and written communication skills required.
  16. Professional fluency in French
  17. Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
