Duties and Responsibilities

  • The incumbent is head of the Division, Youth Policy and Programme Implementation and reports to the Director of the Centre.
  • S/he shall provide strategic leadership, develop and coordinate the implementation of ECOWAS policies, action plans and programmes on youth and youth employment. To that end, s/he shall:
  • Assist the Director and coordinate the implementation of ECOWAS programmes and policies on youth, including policy harmonisation;
  • Define an advocacy programme in various sectors of youth development;
  • Conduct policy and programme dialogue with ECOWAS member States on youth development;
  • Interface with, and canvass for funding from international development partners on matters relating to youth development and youth employability in West Africa;
  • Liaise and collaborate with other experts in youth development or related fields to discuss issues on youth development, youth exchanges and latest findings and guidelines on youth development, etc with a view to enrich ECOWAS policies and actions and presenting to ECOWAS for adoption and implementation, the best international practices in the field;
  • Ensure that lessons learnt are analysed and included in the Centre’s development programmes or other initiatives that directly contribute to achieving the goals and objectives of ECOWAS.
  • Perform any other duties as may be assigned by the Director of the Centre.

Qualifications/Experience/Skills

Qualifications
  • Bachelor’s degree in the social sciences or equivalent professional qualification in youth development and related fields ;
Experience
  • Minimum of ten (10) years relevant professional experience in the field of youth development, two (2) of which must be in a managerial or supervisory position;
  • Possession of Advanced University degree will reduce required years of relevant professional experience to eight (8) years, of which two (2) in a managerial or supervisory position;
Competencies
  • Must have a good knowledge of the missions, policies and similar institutional orientations pertaining to youth  development and employability issues;
  • Must have a good knowledge of the operations of youth centres and civil society organisations involved in youth development issues;
  • Must be able to work in a multicultural environment and under pressure;
  • Must have sound conceptual and analytical skills;
  • Must have perfect computer proficiency.

Under the supervision of the Director of Programme & Project, the incumbent is responsible for the translation and revision of GIABA documents, (letters, reports, agreements, service notes …) from English to French.

Duties and Responsibilities

  • Ensure the translation into French, of documents, correspondence involving the frequent use of terminologies relating to law, crime prevention, rule of law and other terminologies on money laundering and financing of terrorism;
  • Contribute to the promotion of the use of coherent and uniform terminologies in GIABA documents.
  • Ensure internal and external visibility of the actions and results of the Unit;
  • Ensure periodically an efficient reporting on activities implemented and results to the Principal Programme Support Officer;
  • Ensure the revision of documents from time to time;
  • Identify changes, trends, incoherencies and linguistic variations in the different areas of terminology used in the fight against money laundering and financing of terrorism;
  • Conduct linguistic research and documentation of multi-lingual terminology publications (bulletins, glossaries, vocabularies, notes and related materials);
  • Establish terminology norms;
  • Ensure the maintenance and update of data bases and linguistic terminology materials;
  • Update his knowledge in the area of computer-assisted translation and terminology.
  • Make proposals on all activities pertaining to his missions;

Qualifications/Experience/Skills

Educational Qualification
  • A Bachelor’s degree or equivalent in the relevant modern languages;
  • A Diploma or higher qualification from an internationally recognized school of interpretation would be an advantage
Experience
  • A minimum of  three (3) years of translation experience into French. A higher degree will reduce the number of years experience by two (2) years.
  • Experience with a regional , governmental, non-governmental or international organisation is desirable.

Under the supervision of the Director of Programmes and Projects, the incumbent will be responsible for the effective implementation of projects and programmes in the Directorate.

Duties and Responsibilities

  • Undertake technical assistance needs assessments of member states and initiate suitable projects to meet those needs;
  • Carry out specific research and evaluation tasks that may be determined by the Director General;
  • Prepare and disseminate, as appropriate, work plans, terms of reference, and all project-related documentation;
  • Ensure that capacity building component of project is conducted in a timely and satisfactory manner.

Duties and Responsibilities

Duties and Responsibilities

  • Develop and interpret directives and instructions in order to prepare the programming of work and budgeting cycles;
  • Ensure the definition of the demands and needs of users in automated systems;

Under the direct supervision of the Director General, the incumbent will work with some autonomy and be responsible for monitoring and evaluation of GIABA programs and projects.

Duties and Responsibilities

  • Establish a Monitoring Plan in relation to program and other pertinent tasks, so as to ensure timeliness of interventions, proper focus on relevant concerns, coordination of all related activities for cost-effectiveness and coherence, and to introduce corrective measures rapidly and seamlessly, if required;
  • Establish timetables for the required evaluation of inputs and results, both during and at the end of programs and other interventions, with a view to gaining knowledge and ensuring better design and management of future interventions, in addition to providing needed corrective measures during implementation;
  • Liaise closely with the Directors of the other Divisions to ensure maximum interface;
  • Establish a Plan to effectively ensure proper electronic linkage between all NCs, AML/CFT Committees, other pertinent GIABA counterparts, and even between all FIUs, making available GIABA’s expertise in the area.
  • Ensure that the Institution delivers high quality outputs in a timely and efficient manner.
  • Ensure that monitoring and evaluation reports prepared are objective, clear, accurate and consistent with ECOWAS standards and the relevant mandates;

Under the supervision of the Principal Programmes Officer, the Law Enforcement Officer shall provide support for and monitor all Law Enforcemen Agencies in the Region on behalf of GIABA.

Duties and Responsibilities

  • Draft reports on aspects relating to the assessment of law enforcement and training;
  • Participate fully in GIABA’s Mutual Evaluation exercices;
  • Ensure link with Law Enforcement Authorities in Member States for the achievement of GIABA’s objectives;
  • Implement training and other capacity building measures for institutions foghting against money laundering and terrorism financing;
  • Ensure link and/or coordinate with stakeholders in order to identify case studies for typology exercices, as and when necessary;
  • Review guidelines, documents and other policy instruments for capacity building of member States in law enforcement;
  • Independently undertake specific missions at the request of his/her line Supervisor;
  • Perform any other task assigned to him by the DG.

Qualifications/Experience/Skills

Educational Qualification
  • A Bachelor Degree in Criminology, Law or Social Sciences or related fields of study.
Experience
  • A minimum of five (5) or  seven (7)  years proven experience in pertinent areas at the national and international levels. Entry point will depend on the level of experience of the candidate. A post-graduate degree will reduce the number of years experience by two (2) years.
