Sector Support Coordinator

Background:
The Sector Support Coordination Cell was established on 19 September 2013 under the Office of the Deputy DMS to ensure provision of effective and efficient administrative and logistics support to all Sector Offices, Team Sites and other out posted offices in the deep field. The Sector Support Coordination Cell has not been operational due to lack personnel to undertake the important tasks as outlined in the governance documents.
In view of the urgent need to strengthen MSD’s support to sectors and team sites, especially with the inadequate number of camp managers in the team sites, we kindly seek your approval to immediately hire four (04) international ICs to revamp the Sector Support Coordination Cell. The requirement for an initial complement of the four (04) international ICs is predicated on the size and geographical spread of the sector offices and team sites and mainly to ensure adequate coverage through closer monitoring and optimal support delivery to the Team Sites and Sectors as follows:
  • One person will support Sector North with over 14 dependent team sites.
  • The second person will support Sectors South (Nyala) and East (El Daein) and their dependent team sites.
  • The third person will be charged with supporting Sectors West (El Geneina) and Cenral (Zalengie) with their dependent team sites.
  • The fourth person will be responsible for general office administration at Mission Headquarters.
Overall Objectives:
  • Planning and coordinating periodic sector meetings/workshops/telephone conferences to brief the SMSOs/AOs on mission and management developments as well as to discuss issues of concerns, includng visits to sectors to get first hand undertaking of unresolved and emerging issues in the team sites and sectors.
  • Following-up on all sector support matters that have been pending for some time at Mission HQ with Section Chiefs.
  • Disseminating and educating Sector MSD staff on management guidelines and policies and acting as focal point for all service support requirements from SMSOs.
  • Monitoring the implementation of MSD Sector Work Plans as they relate to sectors and team sites, providing advice and support to SMSOs to promote the establishment of collaborative relationships and seamless information transfer between MSD Services/Sections at Mission HQ and the Sectors.
  • Processing service support requests received from the sectors and team sites ensuring that requests are justified and that quantities/resources are within applicable guidelines to meet operational imperatives.
  • Liasing directly with various components of MSD on behalf of the SMSOs on cross-functional support issues.
  • Performing other related support tasks for the sectors and team sites as may be required by either the DMS or the Deputy DMS.
Scope of Work:
Based on the background information and stated objectives, the international ICs will determine the most appropriate and effective method of approach that would ensure the provision of effective and efficient administrative and logistics support to all Sector Offices, Team Sites and other out posted offices in the deep field. The method of approach may include:
  • Field visits
  • Face-to-face interaction with clients/SMSOs/Programme Managers
  • VTC/Teleconferences with stakeholders.
    Expected Outcome and Deliverables:
  • Report on daily Sector support coordination activititeis and checklist on progress of deployment supplies to Sectors and Team Sites.
  • An established framework for the coordination and monitoring of mission support activities
    in UNAMID Sectors and Team Sites.
  • List of support issues affecting sector operations pertaining to administrative, logistical, police and military support and proposed mechanism for escalating them to the appropriate Service/Sections concerned.
  • Report on critical support issues requiring the attention/intervention of senior management.
Competency and Expertise Requirements:
  • A minimum of seven years of progressively responsible experience in administration, budget and finance, logistics operations in international organisations, military, commercial or related area. Knowledge of United Nations peace operations in field deployments is desirable.
Conduct of Work:
The international ICs will:
  • Receive directions/guidance from the Deputy Director of Mission Support (DDMS).
  • Convene regular meetings/teleconferences/exchange emails (where appropriate) with Sector Mission Support Officers (SMSOs), Team Leaders in the Sectors and Team Sites, Mission Support Division’s Programme Managers and Section Chiefs.
  • Conduct visits to deep field locations when necessary.
Reporting Requirements:
  • Preliminary report on the selected methodology and the planned activities with timelines to achieve the stated objectives – 7 days after assumption.
  • Report on critical support issues – Daily
  • Report on issues requiring senior management’s attention/ intervention - Daily
  • Status report on work progress – weekly
    Duration of Work: This assignment is for an initial period of six (6) months with the possibility of extension.
