Openings in Education Research, Monitoring and Evaluation

EDC’s International Development Division is pleased to announce the following openings inEducation Research, Monitoring and Evaluation. In Washington, DC or Waltham, MA. Each position is half-time. Positions can be combined to create one full-time position. Qualification requirements are identical for each position.
USAID ECCN seeks a Senior Researcher to lead its development and sharing of creative technical solutions to research challenges related to education in crisis and conflict affected environments. The Senior Researcher will oversee research-related aspects of USAID ECCN’s annual work plan; serve as a resource and catalyst for the broader USAID ECCN community in matters related to the development, implementation and sharing of education research in crisis and conflict affected environments; lead the USAID ECCN Research Team. USAID ECCN is a community of practice composed of USAID education staff, implementing partners and others working to increase equitable access to, and improve the quality of, education in crisis and conflict affected environments. This five-year initiative was established to promote knowledge generation and sharing among practitioners, policy makers and researchers related to Goal 3 of the USAID Education Strategy: improved equitable access to education in crisis and conflict affected environments. EDC’s International Development Division is currently seeking an International Technical Advisor in Monitoring, Evaluation and Research (MER).This individual will help to build the knowledge base for EDC’s global portfolio of development projects by providing on-going technical assistance and capacity building to basic education and youth development project teams in Africa, Asia, Eastern Europe, the Middle East and Latin America. In particular, MER Technical Advisor will be responsible for setting up and maintaining project monitoring and evaluation (M&E) systems, including databases, conducting data analysis, preparing reports, and presenting findings to stakeholders. S/he will be expected to work closely with other technical team members and with project management and technical staff, and travel to projects as needed. S/he will also participate in business development and collaborate with EDC’s youth, basic education teams to improve coordination of M&E systems across projects.
Required Qualifications:
• Minimum of 10 years’ experience in education research, involving a range of research activities and products; Minimum of 5 years’ experience conducting research on education in developing countries
• Master’s degree in related field required; Ph.D preferred
• Qualitative and quantitative experience required, in reading or a closely related technical area
• Wide range of publication and conference presentations.
• Proven ability to conduct large-scale research projects in developing contexts
• Candidates speaking French, Spanish, or Arabic in addition to English preferred
An ideal candidate will have:
• Excellent statistical analysis skills, including proficiency in SPSS or STATA
• Experience in planning and implementing research or evaluation projects
• Experience in data collection, processing, and analysis
• Ability to analyze and provide written synopses of a wide range of information and research
• Excellent verbal and written communication skills, organizational skills and attention to detail
• Ability to handle multiple priorities
• Prior experience with USAID-funded projects
