Chief of Party - Mozambique

Project description:
Land O'Lakes International Development is seeking candidates for a Chief of Party (COP) position for a large, anticipated USAID-funded agriculture development project in Mozambique to start later this year. The technical scope for the five-year project will include a focus on climate smart agriculture and developing value chains including cowpea, pigeonpea, sesame, soy, groundnut, and common bean. The Mission is completing a climate vulnerability assessment aimed at assisting the activities under the award, along with activities designated as better agricultural practices. There will be a primary focus on productivity, engaging with farmer “in a meaningful way” to improve their agricultural practices to increase, productivity, profitability, and become more resilient to climate change. The climate smart portion of the project is intended to work directly with farmers, while the value chain activities will likely work with other players in the market system who have better leverage to affect change across the market. The program will likely be broader than just volunteer assistance and may include community extension, producer organizations, value chains, nutrition (though less likely) or agribusiness processing.
Position summary:
The COP will provide overall strategic vision, management and direction, including 1) successful implementation of the project and achievement of results, on time and within budget; 2) supervision, mentoring and development of local and expatriate staff; 3) management of project workload including all financials, planning, administrative compliance and reporting, and monitoring, evaluation and learning; and 4) representation of the project to the donor, relevant Government institutions, community groups, NGOs, and potential private-sector partners. It is anticipated that the COP will oversee a large staff of host country employees as well as several expatriates, depending on the scope of the project. S/he will report to Land O’Lakes’ Regional Program Director.
Qualifications:
* Proven ability to manage a large-scale ($25M+) agriculture development project, particularly USAID contracts, involving multiple value chains across diverse geographic areas. Ability to develop budgets, recruit short- and long-term staff, manage a large, diverse team in multiple field offices, and build the capacity of staff to become leaders.
* Minimum 10 years' experience managing field-based agricultural projects, with a preference for those that include significant climate smart agriculture and value chain development.
* Master's degree in Agriculture Economics, Agribusiness, Public Administration, Business Administration, or related field.
* Proven ability to manage agricultural value-chain development activities with an engendered approach involving climate smart-agriculture solutions preferred.
* Minimum 5 years' regional experience, and minimum of 3 years’ experience in Mozambique preferred.
* Fluency in both English and Portuguese required.
