Consultant - Food Fortification Project Management

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Consultant - Food Fortification Project Management, based in our Country Office in Ndjamena, Chad.
Background Context
In Chad, chronic malnutrition represents a major public health problem, and this despite the efforts undertaken by the government, the United Nations and the humanitarian and development partners. The most recent nutritional survey estimates the prevalence of stunting to be 29% for children under five (SMART survey, 2015), a number which hides significant regional disparities.
Effectively preventing chronic malnutrition requires the implementation of a multi-sectoral approach. For nutrition, infant and young child feeding, especially during the critical 0 – 23 month window of opportunity, has been recognized as an effective, proven intervention. It is in this context that the UN agencies in Chad have designed a joint programme for the local production of fortified complementary foods. The objective of this programme is to improve the nutritional status of children through the promotion of exclusive breastfeeding during the first six months of life and by providing access to a fortified complementary food that conforms to local and international standards and norms.
For the implementation of this programme, WFP is recruiting a Consultant (Food fortification project management) who will work in close partnership with the four agencies involved in the joint programme (FAO, UNICEF, WFP and WHO), under the supervision of WFP.
Responsibilities
In support of the steering committee and in collaboration with the members of the technical monitoring committee, the consultant will be responsible for monitoring the implementation of the joint project and ensuring the coordination between the stakeholders.
Expected Results
· Inter-agency coordination mechanisms are put in place and a joint implementation strategy is adopted.
· The main coordination bodies (steering committee and technical monitoring committee) are established and periodic meetings are organized.
· A joint workplan is established, with annual workplans for each agencies.
· Procedures for monitoring the project implementations are defined and adopted, and a monitoring plan is drafted.
· All the activities related to inter-agency coordination and support to the individual agencies are clearly defined and adopted.
· Support to the activities is provided, including building ownership at beneficiary-level and ensuring full involvement of regional partners.
· All periodic reports (annual, quarterly…) are drafted and presented to steering committee and donors in time.
· The financial implementation of the project is monitored.
· A joint communication strategy is developed and implemented
· Joint monitoring missions are undertaken in the targeted geographical areas.
Qualifications & Experience
Education
· Advanced academic degree (Master level) in food security, nutrition, public health, project management or a related area.
Experience & Competencies
· At least 6 years of professional experience, including at least two years of international experience in project management with the United Nations, or similar experience.
· Experience in budget monitoring
· A knowledge of the contractual and reporting mechanisms of the European Union grants will be considered an advantage.
· Good analytical skills and writing capacity required.
· Good computer skills and a knowledge of the common software packages (MS Word, Excel, PowerPoint)
· Must be able to respect deadlines and work effectively in an international and multi-cultural environment.
Language
· Fluency in oral and written French;
· Working knowledge of English is desirable.
Terms and Conditions
Selected candidate will be employed on a consultancy contract and will be based in N’Djamena, Chad.
The initial duration of assignment is for an 11 months period starting as soon as possible.
