About People in Need
People in Need (PIN) helps people in emergencies, both in crises of war as well as in areas affected by natural disasters, and in places where it is hard for people to break out of the vicious circle of poverty without support. PIN deal with longer-term problems overseas such as the shortage of safe water, restricted access to good-quality education and health services or environmental degradation. Development cooperation and humanitarian work comprises efforts to help people in their attempts to escape poverty and ensure further development. People in Need often follows up on its humanitarian activities with development projects in order to help prevent future crises and mitigate their negative impacts.
PIN's Relief and Development Section operate in twenty-two countries, with permanent offices in fifteen of them. Every year it carries out projects worth millions of Euros for thousands of people born in less fortunate parts of our planet.
PIN has been active in Angola since 2006. With a team of 10 expatriates and approx. 70 local staff, it manages programs focusing on improving education, livelihoods and food security, water sanitation and hygiene (WASH) conditions and gender-based violence. General Post Criteria

An experienced agronomist who is capable of working to improve agricultural knowledge among the most vulnerable populations in Bié and Huambo provinces, while working in a complex multisector environment that integrates both agricultural and nutrition sectors.

Post Context

Program Manager (PM) will be lined managed by the Head of Mission (HoM) and will works in close cooperation with other relevant managers from other sectors. S/he acts as mentor and line manager for current Project Officers. S/he will cooperate with local authorities and other relevant governmental entities.

Tasks and responsibilities

  • Overall project management and implementation
  • Local team management and capacity building
  • Regular monitoring and evaluation of project activities
  • Reporting to Prague-based HQ and donors
  • Cooperation with partners, donors, local authorities and communities
  • Potential development of PIN´s Civil Society and Female empowerment implementation sector in Angola
  • Developing new Programme proposals
  • Representing PIN at relevant meetings and events

Skills and Qualifications:

  • 5 years’ experience in rural livelihoods and agriculture program management,
  • University degree in agriculture
  • Experience in capacity building local partners from civil society, local government and smallholder farmers
  • Sensitivity to crosscutting topics, especially on gender and nutrition issues;
  • Experience with smallholder farming commercialization and cooperatives’ creation and support.
  • Knowledge of Farmer Field Schools (FFS) methodology is a plus
  • Experience in project management including project development, project implementation and project evaluation (PCM)
  • Experience developing and writing sectoral proposals
  • Team management experience (at least 3 years in management positions)
  • Experience in working with communities in developing countries (experience living in a rural African context highly desired)
  • Very good communication and organizational skills
  • Excellent knowledge of English
  • At least intermediate knowledge of Portuguese essential (preferably with previous work experience in Portuguese-speaking countries, Angola in particular)
