Project Development Manager - Washington DC or Shoreview, MN

Job Summary:
The Manager for Project Development will work to support the objectives of both the New Business Development (NBD) and Practice Area Management (PAM) teams. She/he will play an important role in managing various aspects of capture and proposal development with an aim to prepare for and drive quality and competitive project designs. She/he will also play support the ongoing development of corporate partnerships and support organizational learning.
The NBD Manager will be based in Washington, DC or Shoreview, MN and is expected to travel 25-30% of the time.
Technical Assessments, Project Design and Proposal Development - 75%
• Support technical agricultural assessments to inform project design, linking to and drawing upon PAM expertise and strategies; Prepare scopes of work for information and data collection needs during project design;
• Fill a variety of proposal team roles, including proposal leader, technical support (in areas of specific expertise), sub-partner relationship building and negotiation, and writing and reviewing different proposal sections;
• Carry out field based assessments in line with technical expertise;
• Participate in, and when appropriate lead, project design sessions;
• Working closely with technical experts, write various types of technical proposal sections including management and corporate capabilities;
• During proposal lead assignments. Ensure technical requirements and details are aligned with cost proposal development.
Reconnaissance, networking and relationship building:
• Meet with NGOs, private sector organizations, local government representatives, and funders to understand strategies, priorities, key influencers;
• Suport the development of relationship development strategies with key stakeholders, including funders;
• Develop and implement robust systems for knowledge and country specific capture to support pre-positioning efforts;
• Influence program design, and position Land O'Lakes for new business opportunities;
• Develop partnership strategies and build consortium;
• Prepare scopes of work and negotiate teaming arrangements with partners.
Tracking and Reporting:
• Track donor websites and identify opportunities addressing ID's areas of expertise;
• Track and research funding opportunities in ID's core areas;
• Manage and update opportunities and contacts in Salesforce;
• Analyze data and prepare reports on the overall NBD metrics/performance with ID Regional and Senior Management.
Corporate Partnerships - 10%
• In support to the PAM team, contribute to the implementation of corporate partnership strategy, focused on shared value partnerships;
• Assist PAM corporate partnership lead and collaborate with NBD to identify partnering opportunities and to establish new institutional partnerships;
• Provide technical expertise in areas of experience to identify, develop and help secure funding for new corporate engagements in support of ID's strategy;
• Contribute to ongoing organizational learning on trends and lessons learned in corporate partnerships.
Practice Area Management (PAM) - 15%
• Contribute to PAM technical strategies in response to emerging trends in areas of expertise;
• Contribute to organizational learning in areas of expertise;
• Coordinate learning events that are jointly pursued and supported by NBD and PAM.

Job Requirements

Qualifications
Required Experience/Knowledge (to be able to perform this job):
• Masters Degree in International Development, Agriculture, Economics or related field plus a combination of additional education and experience.
• Demonstrated understanding of emerging trends in international agriculture/economic development
• Experience developing and working with public private sector partnerships
• Experience and knowledge designing competitive bids for donor funding, taking on a two or more proposals roles including writing, recruiting, partnership development, and budgets
• Demonstrated ability to conceptualize and develop program designs that are underpinned by causal models
• Excellent writing skills with experience writing proposals and marketing materials:
• Excellent verbal and written communication skills in English; Experience living and working in developing countries, particularly in Eastern Africa and South Asia;
• Ability to work with people of varying cultures;
• Demonstrated ability to work as a team and provide leadership in group efforts;
• Proactive, detail oriented, flexible and able to focus and guide others in accomplishing time sensitive work objectives.
• Ability to travel and work effectively in developing world countries.
Preferred Experience/Knowledge:
• Masters Degree in International Development, Agriculture, Economics or related field plus a combination of additional education and experience to total five years;
• Experience working on projects with an agriculture focus;
• French and/or Portuguese language skills;
• Experience with other bilateral, multilateral or foundation donors
