International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps has been operating in CAR since 2007, primarily in the north-eastern regions of Vakaga and Haute-Kotto. International Medical Corps remains one of only two international organizations providing health and protection assistance in each of these regions. International Medical Corps has also been supporting Sudanese refugee in Ouaka prefecture in the south of the country since 2010. As of 2014, International Medical Corps has expanded its areas of operation to include Bouca sub-prefecture in the north west and was chosen as UNHCR’s implementing partner at an additional two refugee camps in the south, as well as an emergency response to the recent crisis in Bangui. Currently, IMC is managing programs in Vakaga, Ouham, Ouaka, Haute-Kotto and Haut-mbomou region implementing primary health care, secondary health care, nutrition, protection and mental health activities.
JOB SUMMARY
Reporting to the Program director, the Program Officer will support the work of the programs, aimed at gathering/synthesizing baseline data, preparing proposals, monitoring implementation, and writing updates/reports. Responsible for oversight and tracking implementation of programs monitoring implementation against expenditure and for donor compliance. S/he will document lessons learnt and work with Programs team to support field operations and partners in all matters relating to program and communication issues. Main task will be reporting (donors report follow up and review).

SPECIFIC RESPONSIBLITIES
-Ensure completion and timely submission of HQ-related reports.

Participate to proposal development process for existing and potential donors;
Work with Programs Department and other IMC staff to translate proposals into programs, projects and/or action plans and related budgets;
Under the supervision of the program director sound and timely follow up on projects implementation and reporting;
Work with finance team to ensure budget monitoring for projects;
Ensure donor compliance to contracts and maintain grant files;
Establish and maintain consistent and efficient communication with technical, financial and programmatic stakeholders, including donors in the absence of the program director;
Liaise with IMC and donor communications teams to highlight aspects of the program in the absence of the program director;
Follow up on country strategy action plan – including establishing a schedule for mission workshops, a standardized orientation package for new staff, and audit checklists.
Participate to monitoring project performance and provide advice and input to ensure goals and objectives are being met;
Map health actors in IMC working zones and keep such file updated regularly;
Provide support to the field operations as requested by program director;
Keep up to date with latest developments in country and liaise with donors as necessary and under request of Program director.

Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
