OVERVIEW OF THE POSITION
Libya Electoral Assistance Project (LEAP) constitutes an integral part of UN electoral assistance to Libya during its transition to democracy. UN assistance is led by the UN Support Mission in Libya (UNSMIL) under the authority of the Special Representative of the Secretary General (SRSG) to Libya. Assistance provided by LEAP seeks to enable HNEC and relevant Libyan authorities in a coordinated fashion to prepare for and conduct successive well-administered, transparent and credible elections. As part of the integrated UN efforts, LEAP assists Libyan authorities to administer elections that are credible and transparent, and to strengthen organizational, management, and operational capacities to plan, prepare and manage successive elections through the remainder of Libya’s transition. LEAP further seeks to promote awareness of critical electoral issues amongst stakeholders including legislators, members of government, civil society, and media. Assistance is carried out with a strong emphasis on enhanced participation of component groups in all aspects of electoral institutions and process, particularly women. Assistance is delivered in close coordination with national partners.
The integrated UNSMIL & the Electoral Support Team (UNEST) will provide structured capacity development opportunities for HNEC staff, CSOs and media focusing on several areas including strengthening HNEC and augmenting knowledge and technical skills of Libyan counterparts on electoral issues. The organizations’ component of the team is the Libya Electoral Assistance Project (LEAP) which, operating within the integrated framework assists Libyan authorities including the Libyan electoral management body to elect the structures of government, develop and adopt a new constitution, and promote sound electoral institutions and practices.
GENERAL FUNCTIONS
Role objective:
§ Act as the first point of contact for all activities organized in cooperation with HNEC
§ Liaise with the Team on daily basis in order to ensure continuity of activities
§ Producing a 100% accurate translation of English text to Arabic and vice versa. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc; accurate exact and agreed upon translation of UN agencies and title; accurate and consistent usage of UN terminology adapted to Arabic.
§ Ensuring Arabic and English language excellence and proofreading, including excellent Arabic and English language, vocabulary, syntax, expression and grammar as well as all relevant terminology.
§ Ensuring quality check and proofreading of translation; ensuring that no typographical errors are left in the final text.
§ The translation submitted under this TOR is the property of organization and cannot be submitted, distributed to or used by any other party, unless arranged otherwise.
§ The translator is obligated to work within the required deadlines and be available for comments and corrections.
§ Provide Arabic-English-Arabic interpretation services (consecutive, simultaneous and whispering) for the members of the Team
§ Provide interpretation services to advisors for meetings, discussions and presentations on a daily basis

Approach and Methodology
§ All deliverables will be developed strictly in full cooperation with HNEC and LEAP and in compliance with organization’s administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems where relevant. Deliverables will be considered as final, only after its submission/presentation, reflection of comments from and certification by Libya Country Office.
Expected Outputs and Deliverables
§ Submission of written translations (reviewed and approved by the Project Manager) at the end of each month
§ Submission of timesheets, containing brief description of deliverables indicated in the Terms of Reference, submitted at the end of each month of assignment
§ Submission of other documents which the incumbent was asked to complete during the month.
Institutional Arrangements
§ The Consultant will work under the immediate supervision of the Project Manager LEAP. The Consultant will maximize efforts to achieve expected deliverables and results, by ensuring the implementation of activities in accordance with the functions and key results outlined under the present Terms of References.

ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Languages.
Work experience:
§ Minimum of 13 years of demonstrable relevant Administration experience.
Geographical experience:
§ Minimum of 13 years of experience in Africa and/or Middle East with local experience in Libya is an advantage.
Languages:
§ Fluency in Arabic and English are essential.
Key competencies:
§ Minimum of 13 years of relevant experience in translation in writing and interpretation both consecutive and simultaneous; experience in translating manuals, letters, and other documents with proof of past successful work.
§ Flexibility and willingness to live and work in hazardous conditions involving physical hardship and little comfort. Ability to work harmoniously with people of different cultural backgrounds.
§ Good interpersonal skills with ability to clearly interpret/translate complex technical matters to the Team are essential.
