| INTRODUCTION The position is located in the Social Security Development Branch of the International Social Security Association (ISSA). The Social Security Development Branch (SSD) is the area within ISSA responsible for developing the technical knowledge necessary to reach the ISSA's objectives of promoting excellence in the management of social security institutions. The incumbent reports to the Director of the Social Security Development (SSD) Branch. Under the supervision of the Director of the Social Security Development (SSD) Branch, the incumbent is responsible for undertaking technical and professional project implementation in the area of activities of the SSD and the timely delivery of defined project outputs. The incumbent undertakes technical work on the Social Security Programs Throughout the World (SSPTW) which is funded through a grant from the Social Security Administration of the USA (SSA) and from ISSA resources and may be called upon to work in task-oriented teams to contribute to ISSA activities within the area of competencies. | |||||||||||||||||||||||||||||||
| Description of Duties - Organize surveys of social security organizations to obtain input to the publication Social Security Programs Throughout the World (SSPTW) and the Scheme Description database ensuring accuracy, consistency and timeliness of information collection. - Undertake additional research on social protection schemes and write country profiles for input to SSPTW and the Scheme Description database. Coordinate the work of other analysts producing country profiles for SSPTW and the Scheme Description database. Edit the English version of the country profiles and liaise with the US Social Security Administration. - Coordinate the maintenance and updating of SSPTW information in the database and its diffusion on the ISSA web portal, liaising with IT and Promotion specialists as required. Liaise with other international organizations working in the same area (e.g. ILO, UNRISD, OECD, EU, IOPS, AIOS, FIAP AU, WB, etc.) with a view to further developing and improving the ISSA knowledge base. - As required, monitor and coordinate the work of interns or external collaborators for input to SSPTW and the Scheme Description database and for other ISSA research and project activities derived from the ISSA triennial programme and budget which are related to country profiles and its related database, sources and knowledge. - Provide technical inputs (articles, reports) for other country, regional, or international reports and publications and for responses to individual requests from ISSA member organizations for specific social security information/data such as from the Technical and Advice Support (TAS). - Contribute to identifying good practices while undertaking research and project activities derived from the ISSA triennial programme and budget in which this post participates for potential consideration for the good practices database. - Participate in seminars and workshops as resource person. - Represent the technical unit and/or the ISSA at international, regional and national fora, in particular during visits from ISSA member organizations and the annual ISSA Technical Commission Forum. - Undertake other duties as required by the Secretary General and the Director of the Social Security Development Branch or his delegate. | |||||||||||||||||||||||||||||||

| Education Advance university degree in the relevant technical field. | |||||||||||||||||||||||||||||||
| Experience At least five years' experience in the field of comparative social protection/social security policy or related work, including at least two years at the international level. | |||||||||||||||||||||||||||||||
| Languages Excellent knowledge of English and a very good working knowledge of a second official language of the ISSA (French, German, Spanish). Working knowledge of a third language would be an advantage. | |||||||||||||||||||||||||||||||
| Competencies Ability to participate effectively in technical missions and project activities, capacity to provide first-line technical analysis in the area of specialization; ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; ability to guide and coordinate the work of external collaborators, general staff or junior technical officers; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development; ability to provide credible implementation assistance to technical activities; ability to work in a team; experience with qualitative data analysis; experience with quantitative data analysis would be desirable. | |||||||||||||||||||||||||||||||

Recruitment is normally made at the initial step in the grade. Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments.
