The EPO has embarked on a range of human-resources reforms stemming from its HR roadmap 2012-2015 aiming at ensuring a sustainable future as a specific, self-financed and successful international organisation. The reforms introduced have adapted and modernised its social framework and provided improvements to optimise the management of the Office. 

Within the framework of the EPO's global strategy, Principal Directorate Human Resources (PD HR) is in charge of defining the strategies, policies and services supporting the performance and engagement of the Office's employees. It is in particular mandated to ensure the implementation of the HR roadmap adopted by the Administrative Council of the European Patent Organisation. 

Directorate HR Strategic Support and Change Management (Directorate 4.3.6.) is a key enabler of the HR function to achieve strategic and operational objectives as well as performance outcomes. As such, it supports the broader implementation of the HR roadmap, by creating the enabling conditions for operational staff to understand, accept and internalise the changes as well as to motivate others to actively participate and contribute to the change efforts.

The directorate is composed of four departments: Internal Communication (Department 4.3.6.1), Administrative Services for Social Dialogue (Department 4.3.6.2), Conflict Resolution (Department 4.3.6.3) and Amicale activities, the umbrella organisation for all EPO social activities (Department 4.3.6.4). 

Internal Communication is responsible for strategic and operational internal communication matters within the Office. It advises and supports in-house clients in shaping and implementing the internal communication strategies, action plans and Office-wide campaigns, thereby playing a vital role in supporting change management at the EPO. In addition to providing communication advice, the team also creates editorial content on projects of strategic importance for various internal print and online media and change communication tools.

Internal Communication is currently looking for a Change Communication Specialist to strengthen the department's cross-functional team of six staff spread over two sites.

Main duties
  • Providing advice on change communication strategies and activities
  • Writing editorial content (in English) on various strategic projects for internal media (print and online) and change communication tools addressing different target groups
  • Contributing to the drafting of change communication plans
  • Designing internal and change-communication material
  • Providing internal communication and change-management support on strategic topics, projects and change measures to various stakeholders at the EPO
  • Designing, preparing and organising internal communication and change-management events

The ideal candidate will have
  • A proven track record over several years in internal communication and change communication
  • In-depth journalistic experience in print and online media
  • Excellent oral and written communication skills in English and the ability to understand one of the two other official languages (French or German)
  • A good appreciation of the importance of intellectual property for the European economy
  • Strong project-management expertise
  • Very good analytical and conceptual skills
  • The ability to work independently, under pressure and as part of a team
  • Creativity, flexibility and the ability to get things done

Minimum qualifications
  • Diploma of completed studies at master's level or – in exceptional cases – equivalent professional experience.
  • Citizenship of one of the member states of the European Patent Organisation.
  • Several years' experience in the field of communications and/or related areas.

Salary and benefits
The EPO offers competitive salaries, an excellent social package, and varied work in a modern international environment. The net (basic) monthly salary* for this vacancy ranges from EUR 5 223 to 7 396, depending on experience. In addition, depending on their personal circumstances, EPO staff may be entitled to relocation benefits and various allowances (e.g. household, dependant's, childcare, education, expatriation, installation, rent and language allowance). 
* after deduction of the EPO internal tax and before deduction of staff contributions to the social-security and pension schemes.

Duration of the contract
The contract will be for the duration of 1 year, extendable up to a maximum of 3 years.

Process and timeline
The successful candidate will be selected on the basis of qualifications, supplemented as appropriate by interviews, tests and/or a personality questionnaire. It is intended to hold the interviews in week 40 in Munich.
