Monitoring an Evaluation (M&E) Specialist

IMA World Health is seeking a Monitoring and Evaluation (M&E) Specialist based in Goma, Democratic Republic of Congo, to provide technical leadership and support for SGBV activities in order to meet the health, psychosocial and legal needs of survivors of SGBV through sustainable community interventions. The M&E Specialist will oversee the implementation of the project's activities and data reporting requirements. S/he will also serve as the liaison and point of contact with USAID and any external evaluation contractors throughout the life of the project. This position will report to the Chief of Party and will evaluate resources and program models to ensure the development of the highest technical quality SGBV activities.
Duties:
  • Manage a rigorous approach to monitoring and evaluation to measure performance toward specific goals and objectives, including quantitative, qualitative, and participatory methodologies.
  • Oversee implementation of a baseline study on the indicators of the activity, including review of tools and survey methodology; training of enumerators, and review of data quality and analysis.
  • Collaborate and liaise with external evaluators to design and carry out mid-term and end-term evaluations.
  • Design and implement an M&E Plan in coordination USAID/Indonesia, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators.
  • Monitor the results of the program's activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences.
  • Provide training to staff, project stakeholders, and implementing partners on M&E; such as monitoring plan, tools, assessments, surveys, and evaluations.
  • Design data collection instruments, schedules, analysis methods, and applied technologies.
The position requires a competent and experienced person with the following attributes:
  • Graduate or post-graduate degree in Social Work, Public Health, International Development or related field, with course work in monitoring and evaluation and/or research and learning preferred.
  • Relevant regional experience strongly preferred.
  • Familiarity with guidelines and industry standards for SGBV programming.
  • Experience with evidence-based research, including mixed methods evaluations preferred.
  • Knowledge of USAID system indicators, results, and reporting preferred.
  • Fluency in English and French preferred.
  • Congolese nationals are strongly encouraged to apply.
  • Minimum of 5 years of experience in the field of performance measurement for development project activities..
  • Previous experience developing and implementing education PMPs, monitoring instruments, baseline data collection, and M&E storage systems; USAID experience required.
