Programme and Operations Coordinator, DRC Stand-by Roster

In beginning of December 2015 the DRC Stand-by Roster was officially awarded a contract with Division of International Protection in UNHCR to become one of the four partners involved in the administration of the Resettlement Deployment Scheme. With 25 years of experience with establishing and administrating rosters combined with a strong mandate on protection this is at the core of the work for DRC.
The objective of the UNHCR-DRC Resettlement Deployment Scheme is to mobilize qualified and committed resettlement experts and to deploy them according to requests by UNHCR in a timely and effective manner thereby strengthening the capacity of UNHCR to meet the needs for resettlement by deploying dedicated and qualified specialists to field operations.
About the job
Within the framework of the mandate and values of the DRC the purpose of the role is to manage the on-going development and functioning of the UNHCR-DRC Resettlement Roster and thereby to contribute to positioning the DRC SBR as one of the leading SBRs supporting the UN. The Programme and Operations Coordinator will report to the Head of the Stand-by Roster.
Duties and Responsibilities
· Responsible for all aspects of the recruitment of new members for the Resettlement Roster: screening, interviewing, reference taking, written test and final decision
· Receiving and publishing deployment requests as well as identifying and nominating candidates for positions
· Responsible for all administrative tasks related to allocated deployments of Resettlement Experts: This includes budgeting, requesting contracts, requesting security clearance and UNC, booking of flight tickets, visa applications, briefing of the deployee, and other practical tasks related to the deployments
· Continuous follow up on ongoing deployments and support to the deployees
· Debriefing and closure of deployments, including financial settlements
· Responsible for all aspects of grant management and reporting according to UNHCR guidelines and procedures including monthly and quarterly reporting
· Development of SOPs, tools and templates as needed
· Coordination and representation of the DRC SBR in relevant settings
· Field monitoring
· Additional ad hoc and backstopping tasks to be expected across the DRC Stand-by Roster
Experience and Technical Competencies
· Minimum 2 years of experience working in the humanitarian sector
· Relevant experience in Human Resource management including:
o Experience in developing and maintaining standard HR procedures and documentation
o Excellent interpersonal skills
o Recruitment experience
· Financial management, information management, and systems management experience including:
o Experience in data management; utilizing databases and related tools
o Experience in managing budgets and being responsible for financial follow up and spending budget lines
o Experience in grant management, preferably in UNHCR grants
o Excellent computer skills (Word, Excel, databases)
o Experience with Navision is an asset
· Knowledge and experience from working with resettlement is an advantage
· Intercultural sensitivity and tolerance
· Systematic mindset and good attention to detail
· Ability to work under time pressure
· Strong communication skills both written and oral
· Innovation and problem solving skills
Qualifications
Educational background: Post graduate degree in Social/Political Sciences, International development/ relations, human rights, law or other relevant field. Language skills: English (full proficiency), French (an advantage).
Terms and Conditions
AC position (Academic). The contract period is from as soon as possible to 31 December 2017. The position is full time (37 hours/week) and based in the Stand-by Roster Unit in DRC HQ, Copenhagen.
