The Treasury is the United Kingdom’s economics and finance ministry. It is responsible for formulating and implementing the government’s financial and economic policy. Its aim is to raise the rate of sustainable growth, and achieve rising prosperity and a better quality of life with economic and employment opportunities for all.
The National Infrastructure Commission (NIC) provides the government with independent, unbiased advice on the UK’s long-term infrastructure needs and priorities.
The Commission’s remit is to prepare a National Infrastructure Assessment once a Parliament, setting out infrastructure strategy up to 30 years ahead, and to carry out more detailed studies on pressing infrastructure challenges. The Commission’s remit covers energy, transport, water, waste, flood risk and communications.
The NIC will be put on a statutory footing in due course. At that point, the postholder will formally move to the new body. In the meantime, the Commission is technically part of HM Treasury, but operationally independent.
The Commission is a relatively new organisation and we are looking for someone who can help to shape the analytical approach, policies and culture of the secretariat. This is an opportunity to work for an independent body, providing thought leadership; helping to shape Government thinking and policies in a high profile area; and gaining exposure to leading experts and senior figures within the Commission, Government and more widely.
This role is for a senior analyst to build the Commission’s reputation as a knowledgeable and expert commentator on infrastructure issues and contribute to the Commission’s programme of studies examining the UK’s major infrastructure challenges.
You will hold a first degree in Economics, ideally a Masters, or a degree in a closely related subject (e.g. statistics) with considerable experience of application to economic issues and lead on the workstreams for the National Infrastructure Assessment and specific projects whilst managing a small team of economists, reporting to the Chief Economist. As an expert in a relevant policy area, which might include an infrastructure sector; the economics of local or national growth; cost-benefit analysis or scenario-based modelling, you will work in a highly effective manner with a wide variety of stakeholders and possess the ability to discuss and explain complex analytical issues to both specialist and non-specialist audiences and produce high quality, persuasive reports and other written materials.
An experienced manager; your enhanced communication skills will enable you to translate the wider strategy into operational requirements for your team and lead them to meet challenging deadlines in a methodical manner, ensuring project plans are fully developed and strategic ideas are translated into operational delivery and public policy. You will be able to ensure quality assurance of the work of your team and of external consultants. You will have strong IT skills and be familiar with a number of IT Packages.
