Purpose of the Job
The Country Director contributes and implements Oxfam’s Global Strategy and the Egypt Oxfam Country Strategy, by providing vision and strategic direction to all of Oxfam’s work in Egypt. The program of Oxfam in Egypt is focused on gender justice, social and political participation and sustainable food with growing private sector engagement. This includes Oxfam’s advocacy, policy and influencing, long-term development program design and implementation and humanitarian responses. The Oxfam program in Egypt is delivered through partnerships with Egyptian organisations. Furthermore he/she is responsible and accountable for the strategic direction and effective management of the Country Program ensuring development, continued improvement in quality and impact of programs and effective financial and human resource management in line with Oxfam Policy.
The Country Director will be responsible to implement the Oxfam 2020 Vision which aims to create a stronger Oxfam that is globally coordinated and relevant in every country in which we work. Oxfam Novib is Executive Affiliate for the Oxfam program in Egypt. The Country Director Egypt is accountable to the Oxfam Regional Director Middle East and North Africa for the delivery, effective management (which includes budgets and plan), monitoring and evaluation, and learning from the program.
Key responsibilities
  • Provides strategic leadership and management of Oxfam’s program in Egypt including all development, advocacy (and potentially humanitarian) programming to maximize Oxfam’s influence and impact, in the framework of the Oxfam Strategic Plan and based on the Oxfam Country Strategy for Egypt.
  • Works closely with other Oxfam affiliates with strong interests in Egypt in order to develop, resource and deliver high quality programs which are attractive to institutional donors.
  • Leads the Egypt team (temporarily based in The Hague) and is responsible for Oxfam’s work in relation to Egypt: staff, budget, funding, program, policy, media and communications and security management.
  • Leads the design, communication and implementation of the One Oxfam organization, in a participatory process with the support of the Change Management Task Force: the transition of the Egypt team to Tunis, including development of a country transition plan and recruitment for the different roles in the future Egypt Oxfam Management Team and Egypt Oxfam Governance Group.
  • Currently accountable to the Oxfam Novib MENA Regional Director, in the future accountable to the OI Regional Director for the delivery, effective management and monitoring, evaluation and learning of the program on the basis of approved annual budgets and plans.
  • Takes the lead in representing Oxfam and the Egypt program in towards external counterpart and stakeholders, in Egypt, the region, EU Member states including in the Netherlands and globally. Builds influential relationships and develops networks for impactful change and is committed to maximizing our influencing capability.
  • Creates and supports an environment which results in strong partnerships, influence, knowledge sharing and innovation.
  • Ensures that an appropriate strategy is developed and implemented to seek out and maintain new funding sources to support program implementation. Accountable for all donor relations and contract management in relation to the Country Program.
  • Plays an active role in drawing on learning from across Oxfam and external sources and sharing evidenced based learning with others.
  • Accesses and uses Oxfam shared services appropriately and responsibly where applicable.
  • Responsible for Talent Management and development of Oxfam staff.
Skills, experience and knowledge
  • Master’s degree in a relevant field.
  • Senior management experience in leading the development and ensuring the delivery, of programme strategy, either through partners or directly, in one or more challenging locations. Experience with policy development;
  • Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework;
  • Ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalization, conflict and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors;
  • Brings in and draws on a wide INGO and NGO network in Egypt and/or the MENA region.
  • Experience in leading and motivating multi disciplinary, geographically remote teams; a high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development; experience with people management;
  • Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines & geographical areas;
  • Experience in representing an organization with partners, government agencies, private sector organizations, legal advisors and donors at senior level: locally, regionally and globally ideally in the MENA region;
  • An active commitment to promoting gender equity and the interests of marginalized people in all aspects of an organization’s work;
  • Good financial management skills to steer the operational budget and monitor program budgets;
  • Experience in fundraising from diverse donors and institutions, experience with multi country programming an asset;
  • Understanding of and experience with managing security and risk within an INGO context;
  • Excellent written and verbal communication skills to motivate, influence, and effectively negotiate between various views to reach a common understanding; strong diplomatic skills;
  • Fluent in Arabic and English; and a good understanding of French

Are you the exceptional leader we’re looking for? In addition to a competitive salary in the range from USD 51,667 – 74,160 net per annum, of which Oxfam will pay 100% of any tax and social security liabilities relating to your employment, you will receive benefits tailored to your individual contract according to Oxfam standards and practices.
