Description:

FHI 360 seeks a Referral Services Specialist for a USAID Zambia Feed the Future program that aims to reduce stunting in two targeted districts through increased and improved quality of dietary and health conditions for better utilization of nutrients. The program seeks to influence nutritional outcomes through an integrated approach that emphasizes household and community level interventions and social and behavior change mechanisms for maximum saturation and impact. Activities will support increased access to and consumption of nutrient-dense and protein-rich food, optimal infant and young child feeding practices, and access to clean water and appropriate and effective health, family planning and nutrition services. The Referral Services Specialist will oversee and provide technical leadership in the design, implementation support and monitoring of established referral networks in the target areas. The Specialist will work closely with relevant governmental (national and local) entities, community organizations and groups/agents, and in close coordination with other implementing partners and programs in the areas, and lead activities to facilitate/strengthen referrals between health facilities and community-based service providers. S/he will coordinate with appropriate stakeholders and partners in all aspects of project planning, monitoring and implementation.

Job Summary / Responsibilities:

  • Provide technical leadership and guidance in design and implementation of activities aimed at establishing and strengthening referral linkages between households in target areas and nutrition family planning, and maternal and child health service providers that improve client outcomes;
  • Facilitate multi-stakeholder dialogues related to the development of clinic-community referral systems;
  • Perform quality assurance, oversight and supportive supervision for referral network functionality;
  • Identify barriers and develop and refine as needed all relevant tools and materials in close collaboration with technical staff, stakeholders and USAID;
  • Design materials and interventions that are inclusive and tailored to literate, semi-literate and illiterate populations via a variety of communication channels;
  • Conduct training or informational sessions for project staff to strengthen knowledge and capacity, and ensure synergies across program areas as relate to the establishment and strengthening of linkages by service areas;
  • Contribute to and provide inputs to annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned; and
  • Provide technical assistance to project staff, implementing partners, stakeholders and others.

Qualifications:

  • At least 6 years of work experience, including experience in community engagement, health systems, referral systems, including technical assistance, program design and implementation, and/or monitoring and evaluation
  • Knowledge or expertise in economic strengthening, nutrition and/or food security programming
  • Experience in technical implementation and administrative management of country activities such as development of tools and guidelines, community engagement and provision of training
  • Proven track record catalysing collaborations between development partners
  • Demonstrated experience working closely with government ministries, community groups, other donors and implementing partners in linking target populations to services
  • Understanding of household vulnerability, the economics of vulnerable households and targeting of Economic Strengthening, health, Nutrition and Food Security related services to rural households
  • Experience with USAID-funded /or other donor projects and programs
  • Written and oral proficiency in English
