Monitoring & Evaluation Officer, Zambia EMPOWER

Position Summary:
The M&E Officer will be responsible for implementing and managing the M&E team and activities, including the coordination of an externally conducted impact evaluation, delivering a Comprehensive Monitoring and Evaluation Plan (CMEP) for a high-quality, results-oriented project focused on withdrawing and preventing adolescent girls’ from child labor, increasing girls’ access to acceptable work and quality training opportunities, increasing livelihoods opportunities for vulnerable women, raising awareness on child labor and gender equality, and increasing collaboration between government and private sector actors to promote acceptable work for girls and women in Zambia.
The responsibilities, duties, and qualifications are described in the attached position description.
Essential Responsibilities:
The M&E Officer will oversee the implementation of the program’s M&E activities and data reporting requirements. S/he will also serve as the liaison and point of contact with US Department of Labor and any external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to:
  • Manage a rigorous approach to monitoring and evaluation, including mobile and web-based technologies in systems for monitoring performance toward specific goals and objectives;
  • Oversee implementation of a baseline study on the indicators of the activity, including review of tools and survey methodology; training of enumerators and review of data quality and analysis;
  • Collaborate and liaise with the external evaluation contractor to design and carry out mid-term and end-term evaluations;
  • Design and implement a CMEP in coordination with US Department of Labor. This includes selecting and tracking specific indicators, developing strategies for data collection, and regularly reporting on approved indicators;
  • Develop criteria for beneficiary selection and tracking;
  • Handle the day-to-day tracking, and reporting on activities under the award;
  • Design data collection instruments, schedules, analysis methods, and applied technologies;
  • Ensure reporting requirements per DOL’s obligations under the Government Performance and Results Act (GPRA);
  • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
  • Contribute to research design and methodology for project-related research (separate from baseline survey);
  • Contribute extensively to quarterly and annual reports;
  • Other duties as assigned.
QUALIFICATIONS:
Education: A Master’s degree in statistics, demographics, public policy, international development, economics, or related field, or a Bachelor’s degree with an advanced certificate in M&E, statistics, or economics
Work Experience:
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans.
  • Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field work, and providing oversight on data quality checks and preparation of data sets.
  • Knowledge of USG reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans, rigorous impact evaluation design, and working with external consultants for third party evaluations.
  • Ability to facilitate and serve as project liaison for externally-managed qualitative evaluations.
  • Knowledge and understanding of impact evaluations and ability to serve as a project liaison for an impact evaluation.
Skills:
  • Fluency in English is required. Knowledge in one or more of Zambia’s major languages (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga) is recommended.
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).
  • Familiarity with database and statistical applications such as SPSS, SAS or STATA.
