Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Puntland is characterized by a growing number of refugees and migrants, resulting in irregular migration to and from Somalia and Yemen, whereby Yemen itself is now also in political crisis. Hence, the Puntland State of Somalia is now hosting large number of refugees from Yemen. Travel routes between Puntland and Yemen are crossing the Gulf of Aden, which is monitored and patrolled by the Puntland coast guard. There is therefore an obvious need to build the capacity of the local coast guard in surveillance, tracking of ships, rescue at sea, protection of migrants and refugees, and border management. As the situation continues to worsen, community leaders in Bosasso Puntland State of Somalia have met to brainstorm on ways to more sustainability support in livelihoods and access to basic services of Yemeni returnees as well as internally displaced people (IDPs) and the affected community. Funding from King Salman Humanitarian Aid and Relief Centre will enable the community to implement selected priority projects that will benefit not only the Yemen returnees but also the IDPs and the vulnerable members of the affected communities. IOM will also support to provide capacity building trainings to Bosasso coast guards and port immigration officials. At the end this project, it is expected that the coast guards and immigration officers will have a better understanding of surveillance, tracking of ships, rescue at sea, protection of migrants and refugees, and data management. The following are the expected outcomes for this project; IOM is committed to a diverse and inclusive environment. Internal and external candidates are eligible to apply to this vacancy. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Page 2 / 3  Coast guards and immigration officers have a better understanding of surveillance and tracking skills  Coast guards and immigration officers have a better understanding of rescue at sea and lifesaving skills.  Coast guards and immigration officers have better understanding of protection principles and migrants rights and are able to identify and protect vulnerable migrants.  Coast guards and immigration officers have increased capacity in data collection, management and analysis. The consultancy focuses on facilitating skills training to the selected coast guards and immigration officers from the Bosaso port in consultation with IOM RRDS field team and with officers from Nairobi. Purpose The purpose of the consultancy program is to enhance capacity of coast guards and immigration officers in surveillance, tracking of ships, rescue at sea, protection of migrants and refugees, and data management to ensure that the rights of migrants and refugees are better protected. The consultant will develop a training program on the above mentioned topics, in coordination with relevant organisations and partners. The consultant has a comprehensive overview and understanding of the current capacity of selected coast guards, immigration officers. The consultant is required to have expertise in rescue at sea, protection and migrants rights, and data management and is required to have substantial training experience. Core Functions / Responsibilities: The consultant is expected to perform the following tasks under direct supervision of RRDS field officers and overall guidance of Project Manager (PM).  Design a workshop-outline and content in consultations with IOM Return, Recovery and Durable Solutions Unit (RRDS) and other relevant partners.  Take part in the selection of coast guards using specified selection criteria (together with stakeholders) in line with IOM rules and regulations  Develop and translate training manuals for the different topics  Undertake a 10-day training for 25 coast guards and immigration officers in Bosasso who will be trained in the following: o Surveillance and tracking of ships o Rescue at sea and life-saving skills, including first aid o Protection and migrants rights o Data collection, storage and management  Draft a consultancy report detailing the work undertaken indicating summary of progress, emerging issues, recommendations and expected impact of the work undertaken  Complete and submit the final training report. Deliverables: a) Complete the training by 30 November 2016. b) Develop workshop/training materials for the trainees and orient the Contracting Authority on how it is to be implemented c) Assume overall responsibility for facilitation of the training. d) Provide an attendance list for the training. e) Regularly report to the RRDS field officers based in Bosaso f) Provide a final training report by 15 December 2016.
