General Terms of Reference
At Qatar Charity, the position of a Country Director is an essential and delicate function, given the role that has to be done at the field level and in its relationship to the headquarters in Doha, Qatar. In addition to academic and professional requirements and extensive expertise, the country director shall show patience, wisdom and dedication to undertake the humanitarian mission of QC. The director shall also show commitment to the organization’s values and principles and shall represent QC before the host country's authorities, partners, beneficiaries and all stakeholders.
Reporting:
The country director reports to Operations dept. at the head office in Doha.
Overall responsibilities:
The field office director undertakes to fully realize QC initiatives in Tunisia aiming to achieve its vision, mission and objectives. The director shall represent QC before the government, local institutions and international organizations. In addition, the field director shall exercise a leading role in developing, supervising and implementing country programs and ensure its compliance with QC strategic initiatives. Moreover, the position of field office director includes developing new programs and partnership initiatives, maintaining existing partnerships and managing the key phases of the programs that include the exit strategy. Furthermore, the director ensures the learning, sharing of experiences and advancing knowledge within the team and among partners. The director shall, also, promote resource mobilization initiatives and ensure the appropriate functioning of the country programs, financial management and grants and the sustainability of the implemented programs and projects. The field director is also responsible for the overall management of the field office and its financial and human resources.
Key tasks and duties:
- Implementing QC policies and strategies and translating them into actual work plans in Tunisia.
- Developing plans as well as annual and quarterly budgets of the field office in coordination with the concerned departments at the head office in Doha to submit the said plans and budgets for approval by the concerned department.
- Implementing the approved annual plans as well as the programs, projects and activities in accordance with the administrative, financial and technical policies and procedures of QC.
- Communicating, coordinating and cooperating with governmental and non-governmental institutions, international organizations, civil society organizations and the private sector to serve QC and target group interests in accordance with the policies and regulations of the head office in Doha.
- Attending events and activities to which the field office receives invitations in compliance with the organizational policies and procedures of the head office in Doha.
- Supervising the office staff, evaluating their performance, ensuring their optimal performance of the duties and tasks assigned to them, and their compliance with the legal regulations and rules as well as the professional standards.
- Ensuring that the security and safety conditions are met in QC field office to ensure the safety and security of office staff and beneficiaries and to protect QC property.
- Supervising all administrative, financial and technical matters of the field office and the offices affiliated to it.
- Fully complying with the administrative, financial and technical procedures related to the preparation of programs, projects and activities when submitting the same to the concerned departments at the head office in Doha.
- Preparing the interim and final technical and financial follow-up reports of the approved annual plans, programs, projects and activities, and submitting the same to the head office in Doha, according to the approved schedule.
- Preparing the monthly financial reports in accordance with the approved financial model, and submitting the same to the concerned department at the head office in Doha according to the schedule.
- Preparing the annual report of the field office according to the approved model and schedule and submitting the same to the head office in Doha.
- Entering into contracts with contractors, suppliers and others according to the regulatory conditions, controls and procedures of the head office in Doha.
- Reviewing the budget and ensuring that there are no financial irregularities in any of its items, preparing the due financial payment transfers based on the results of the budget review and the completion stages and submitting the same to the concerned department at the head office in Doha.
- Rationalizing the use of the office resources (buildings, furniture, means of communication, vehicles, etc.), ensuring their use for the purpose for which they are allocated and avoiding any wastage of the resources.
- Managing the office information in accordance with the optimal professional standards which ensure collecting data accurately, organizing it properly, sharing it with the concerned departments and staff, and maintaining it properly.
- Providing data, information and reports required by the head office in Doha according to the specifications and deadlines.
- Following the proper legal procedures in resolving the disputes and conflicts which may arise between the field office and other parties, ensuring the protection of QC rights under the directives and instructions issued to the director by the head office in Doha.
Academic qualifications:
Candidates wishing to apply for the field office director position must hold a bachelor or master degree (or higher diploma) in one of the following disciplines:
- Public relations
- International Relations
- Political science, sociology or languages
- Business Management
- Strategic management
- Information and communication
Work experience:
- Experience of not less than 5 years working with NGOs including not less than 3 years of field experience.
Experience:
- Good knowledge of NGOs working in the development field.
- Good experience in building partnerships.
- Ability to professionally prepare projects proposals.
- Good experience in preparing and reviewing plans and budgets.
- Good experience in preparing periodical technical and financial reports.
o Familiarity with uploading projects on OPS and following their documentation through FTS.
