Summary
Counterpart International is seeking a Disaster and Risk Management Trainer for its USAID-supported Supporting the Efforts of Partners (STEPS) program in Malawi. The STEPS program aims to enable local organizations not only deliver on their mandates but also to expand opportunities for local organizations to receive more USAID funding directly. This partnership- based program seeks to strengthen the capacity of local organizations institutionally and technically so that they can become integral to the ability of Malawi to address a variety of social, economic, and environmental challenges that are hindering the quality of life of the Malawian people. The objective of the training is to impart skills and knowledge to the local CSO partners and STEPS staff on community based risk reduction and resilience strategies. The training will target senior management team members of both developed and nascent civil society partners from different sectors. This is a 15-day assignment to take place on/around the end of February, 2017 The assignment will be held in Mangochi, Malawi. The Disaster and Risk Management Trainer will report to the Chief of Party.
Duties and Responsibilities:
- Design training content for disaster risk management & resilience which should include key components of disaster risk management but not limited to;
- Types of local emergencies
- Important elements of disaster preparedness and principles of disaster risk management
- Coordination in disaster risk management
- Disaster resilience
- Designing effective, realistic and coordinated disaster risk management plans
- Facilitating review of CSO current programs, systems, procedures and possible ways to integrate disaster risk management.
- Best practice approaches in integrating risk management in core business of partner CSOs
- Conduct a pre-training assessment with selected partners to gauge level of knowledge and understanding of disaster and risk management.
- Develop teaching aids and other training tools to be included in the training binder. The draft teaching aids and tools should be submitted 7 calendar days before the workshop for final approval. Once the drafts have been approved, CPI will reproduce to include in the training binder. The teaching aids and tools should include quick reference one pagers and checklists.
- Deliver participatory disaster risk management training with practical and relevant examples to the Malawi context. Training should utilize adult learning methodologies.
- Prepare and submit a training report to include recommendations of follow up activities.
- Expected deliverable: Conduct a 3-day training for STEPS partners & staff (Training binder should be provided to participants); and submittal of a final comprehensive training report to include recommendations of follow up activities (report should not exceed 15 pages) and is due no later than one week after completion of assignment.
Qualifications
- University Degree in social sciences or a discipline relevant to Development and Disaster Risk Reduction.
- 5 years’ progressive international development experience with a focus on disaster risk reduction and management planning and programming.
- Previous experience in designing and facilitating risk assessments, especially at the sub-national or community-level.
- Knowledge of the African region.
- Demonstrated capacity in transferring skills and competencies.
- Excellent analytical, and oral and written communications skills.
