Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is currently recruiting a full-time Junior Programme Officer for its head office in Berlin to support the DRI’s projects in Europe, currently in Ukraine and Georgia. In Ukraine DRI works with major civic initiatives on systematic monitoring and reporting on the key political reforms as well as provides capacity building to regional and local civil society groups, youth organisations and students for monitoring, analysis, and advocacy for reforms. DRI’s programme in Georgia focuses on educational and capacity-building activities to promote the culture and values of consensus/consensus-building/dialogue among the Georgian political parties and civil.
Under the supervision of the Regional Manager, and the overall supervision of the Director of Programmes, the incumbent works with the Regional Manager in all phases of programme implementation in accordance with the project proposal(s)/contract, the donor requirements and conditions and DRI policy and procedures. The incumbent supports and monitors all phases of programme implementation in accordance with the project proposal(s)/contract, the donor requirements and conditions and DRI policy and procedures, in particular programme planning, development, monitoring and up-dating of work plans, effective delivery of programme activities in compliance with project documents and the fulfilment of reporting requirements as well as ensuring compliance with the relevant financial, procurement and reporting procedures. The incumbent will also contribute to overseeing all aspects of project opening and closure and ensures coordination and regular and effective communication between the country teams and DRI management.
Duties and responsibilities:
Specifically, the incumbent:
· Supports the effective communication and co-ordination with project teams and regular internal reporting;
· Contributes to and assists on donor reporting on all aspects of the project such as narrative and financial reporting to the donor in close coordination with the Regional Manager;
· Contributes to developing, monitoring and managing project budgets, forecasts expenditure in cooperation with the country office, ensures expenditure tracking by the finance unit, and approves procurement for purchases over the thresholds defined in DRI procedures;
· Updates project workplans and expenditure under the guidance of the Regional Manager;
· Prepares and administers draft contracts for international experts and local staff;
· Makes travel and logistical arrangements as required;
· Supports all phases of project reporting;
· Maintains and updates programme unit databases including contact and security information for experts, as well as CVs, photocopies of passport and bank details;
· Archives project documentation, and updates and maintains electronic and hard copy document filing systems. Collects, maintains and analyses documentation relating to implementation of project activities, seminars and conferences, including lesson plans, materials and powerpoints; participant lists, and participant and trainer evaluations;
· Supports the organisation of events in DRI programme countries or in Berlin:
· Edits, proofs and formats DRI publications and project documents;
· Carries out research and analysis to support programme implementation and monitors relevant political and legal developments as required;
· Contributes to the development of DRI procedures and templates;
· Under the guidance of the Director of Programmes, acts as focal point for DRI monitoring and evaluation; collects and organises data for project monitoring;
· Contributes to the work of DRI’s Programme Unit, specifically the fundraising for, and development and implementation of programmes in the Europe;
· Any other tasks, as assigned by the supervisor.
Qualifications and requirements:
· University degree, preferable in international relations, political science, law, social sciences, or other relevant fields;
· At least 2-3 years of relevant professional experience in a similar role, preferable in an international organization or NGO;
· Good knowledge and understanding of political context and reform process in the countries of Eastern partnership; knowledge of the European Neighbourhood Policy;
· Ability to analyse information from different sources and synthesise this information into coherent and brief reports;
· Proven organisational and administrative skills;
· Initiative and independent judgment; ability to work under time pressure;
  • Excellent communication skills and ability to work in a team;
· Fluency in English (spoken and written). Working knowledge of other languages (Ukrainian, Russian, Georgian) will be an asset;
· Advanced IT skills, including Microsoft Office suite.
