Introduction
AIR is a US-based not-for-profit company specializing in education programming, educational assessment, and other social policy issues. AIR’s International Development Program seeks to enhance the capacity of people in developing countries to improve their quality of life through education and social development. We have worked in collaboration with local and international stakeholders in more than 80 countries over the past three decades. We seek to ensure children’s equitable access to all levels of education; improve the quality and relevance of education; and empower individuals, communities, and institutions as agents of social and behavioral change.
Position Summary
AIR is seeking a Deputy Chief of Party to work on a 5 year, USAID-funded reading program in Liberia. The purpose of the program is to improve early grade reading skills for Liberian students in grades one and two and pilot test emergent literacy skills for Liberian students in public kindergarten schools in six targeted counties.
This position is contingent on funding.
Responsibilities
  • Provide overall financial and compliance support to the project.
  • Initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities to prevent illegal, unethical, or improper conduct
  • Identify potential areas of financial and compliance vulnerability and risk, and develop or implement corrective action plans to resolve problematic issues
  • Ensure proper financial documentation and reporting
  • Establish and provide direction and management of project funds
  • Institute and maintain an effective finance and compliance training program for the project
Qualifications
  • Master’s Degree in Business Administration, Finance or Accounting or its equivalent.
  • Eight years’ experience in financial and educational operations.
  • Should also have eight years supporting education system strengthening and project management, with four years in financial compliance.
  • The candidate must be professionally proficient and fluent in written and spoken English.
  • Sound knowledge of USAID rules and regulations
