International Project Coordinator , Guinea-Bissau

TARGET e.V. is looking for its initiative "Golden Book for Guinea-Bissau" for an
International Project Coordinator
Starting: June 2017
Duration: 12 months, subject to extension
Location: Bissau, Guinea-Bissau
Background:
TARGET e.V. is a German NGO and has been involved for over 15 years with Islam as a partner for the abolition of Female Genital Mutilation (FGM). The most important milestone in this work is the International Scholars' Conference at Al-Azar in Cairo in 2006 which adopted the "Cairo Fatwa" that prohibits FGM. From this conference resulted the Golden Book, a documentation of speeches of international scholars, the Cairo Fatwa, as well as other Fatwas against FGM, obtained through TARGET’s activities.
In Guinea-Bissau, TARGET e.V. and other cooperation partners realized in 2012 the “National Islamic Conference for the Abandonment of FGM”, in which high ranking national imams and international scholars enacted the "Declaration of Bissau" that defines FGM as contradictory to Islam. The documentation of the Cairo Conference, the Conference in Guinea-Bissau and the Fatwa of Sheikh Prof. Dr. Al-Qaradawi was summarized by TARGET e.V. in a Portuguese version of the "Golden Book" and distributed in the last years all over the country to imams as a basis for their sermons.
So far the initiative has been using different approaches for distribution and sensitization about FGM. In the current phase the main approach among others is to reach the respective communities and their leaders in their own villages by visiting and sensitizing them with different tools and methods, conversations, discussions, brochures and videos. The activities are carried out in a structured manner all over Guinea-Bissau by a central coordination team and two field teams consisting of local imams and TARGET staff. The management is run by the TARGET Coordinator in Guinea-Bissau in cooperation with an accountant and the German project management.
Tasks and responsibilities of TARGET Project Coordinator in Guinea-Bissau:
Tasks and responsibilities of the TARGET coordinator are connected to steady consultation with the German project management.
Planning and Implementation
  • Planning of different activities of the initiative according to overall concept, and support in its implementation.
  • Advice and assistance to imams and other staff of the field teams.
  • Advice and support in reselection of imams and other staff where needed.
  • Advice and support of development of a work and deployment plan (time, location) and planning of routes for field teams.
  • Solving upcoming organisational and other problems and conflicts with an analytical and pragmatic approach.
Monitoring, Training
  • Monitoring and training of field teams on site.
  • Facilitation of monthly reflection meetings and frequent evaluation workshops with field teams.
Financial management
  • Financial management of funds made available by TARGET (private and foundation grants coordinated by TARGET Germany).
Logistics and HR
  • Coordination of equipment purchase and information for final decision to TARGET Germany.
  • Organise and support logistic of activities of the overall concept plan.
  • Prepare contracts for local staff (format and TOR) together with TARGET Germany.
  • Control use of cars and other equipment.
Communication with TARGET Germany
  • Timely and close-knit communication about processes, developments and problems during implementation in Guinea-Bissau with central project coordination in Germany.
  • Provision of valid information and, if necessary, draft decisions/ options for central coordinator in Germany as a basis for forthcoming decisions.
  • Preparation of monthly reports by compiling documentation of field teams and results of monthly reflection.
Profile of the Coordinator in Guinea-Bissau
Qualifications & Experiences:
  • Good local knowledge of Guinea-Bissau or at least of the region
  • Languages: fluent in Portuguese and English or German, Creole is an asset
  • Sound knowledge and proven experience in management of projects at grass root level
  • Proven knowledge in resource management, especially budget planning and monitoring
  • Proven experience in team leadership and capacity building
  • Proven experience in training and sensitization work
  • Proven knowledge in common computer programmes (esp. Word, Excel)
Personal Skills:
  • Strong identification with TARGET’s approach to work with Islam as a partner against FGM
  • High religious sensitivity
  • Discretion and reliability
  • High communication and organizational skills
  • High conflict resolution skills, including ability to define problems, collect data, establish facts, and draw valid conclusions
  • Systematic, analytical and hands-on way of working
  • Willingness and ability to improvise
  • Willingness to travel within the country
Our TARGET office is based in the capital Bissau, yet for monitoring, staff and training reasons the position requires frequent traveling within the country.
