Core Functions / Responsibilities:
The Junior Professional Officer will undertake the following duties:
• Contribute to key inter-governmental and inter-agency processes to support IOM’s priorities and objectives on issues related to the Global Compact for Safe, Orderly and Regular Migration in 2018.
• Support the Office in developing IOM’s inputs to the process of the Global Compact for Migration.
• Assist in developing and maintaining contacts and networks with relevant UN Member States, UN agencies, civil society actors, and other relevant stakeholders to support information sharing and collaboration on the Global compact for Safe, Orderly and Regular Migration in 2018.
• Provide regular feedback and guidance to IOM colleagues in Headquarters, regional and country offices on the latest discussions regarding the negotiations leading to the international conference and the adoption of a Global Compact for Safe, Orderly and Regular Migration in 2018.
• Support the preparation of events related to the Global Compact for Migration, including by identifying speakers for side events, preparing background papers and summaries.
• Prepare statements and interventions as well as written summaries, and talking points as agreed in each case;
• Identify, develop, coordinate, and submit to the UN Secretariat IOM's inputs for related reports and resolutions, where appropriate;
• Support IOM Office to the UN (NY) at UN meetings of interest (General Assembly, ECOSOC, interagency sessions, informal consultations among UN Member States, various Commissions);
• Perform any other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master's degree in Political or Social Sciences or International Studies with two years of relevant professional experience.
Experience
• Demonstrated experience in liaising with governmental and diplomatic authorities;
• Excellent communication skills, especially in a multilingual setting; good writing skills;
• Knowledge of IOM project/programme activities an asset.
Languages
Fluency in English is required. Fluency in other UN official language(s) is highly desirable.

The role
Making Save the Children safe for children is a global strategic objective for the entire organisation.
We have an aligned global Child Safeguarding strategy across the 17,000 strong employees within Save the Children International and our 30 plus member's organisations which comprise of another 8,000 employees. In addition, Child Safeguarding is a core Strategic Initiative as part of our 2016-2018 strategy. This role sits as part of a team of regional International Child Safeguarding, one in each of our 5 regions.
At Regional and Country Office level, Child Safeguarding is underpinned by a global set of standards which are assessed annually as well as through KPI's which are reported against on a quarterly basis. In addition, the region has been supported by internal and external audit processes which have identified areas which need to be strengthened.
This regional role will focus on enabling Country offices to develop and resource their own action plans in order to deliver on this challenging set of requirements. The post will provide oversight and technical expertise in issues requiring the reporting of and responding to any alleged Child Safeguarding breaches. This is essential in order to ensure that our people and our programmes are safe for children and fit for purpose.
This role will need to combine innovative capacity building and development with robust compliance and accountability as well as aspects of high level advocacy.
The role will also need to ensure that this work is embedded within and interconnected with the priorities of the Regional Leadership team and thus requires a post holder of seniority and depth of experience who will work with other senior colleagues from other high risk disciplines such as Fraud Prevention and Safety and Security.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job descriptions, be able to vary working hours accordingly and lead regional safeguarding responses.
Qualifications and experience : Essential
  • Education to degree standard with a professional qualification in a relevant field
  • Deep experience of child protection/child safeguarding practice within developing/fragile countries
  • Leadership experience within an INGO, a complex large NGO, ministry or similar other organisation working with vulnerable communities and children or with similar experience within Save the Children

Regional Human Resources Officer - Eastern Africa Region

Organisational Context
The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc.
Operational Context/Role
The Regional Human Resources Officer (RHRO), under the supervision of the Regional Director (RD) and in close collaboration with the International Human Resources Director, will ensure consistency and uniformity in the implementation of human resources policies and guidelines, by sharing best practices and ultimately by promoting the welfare of JRS staff in the Regional Office as well as in the 5 countries where JRS has operations. The RHRO will also lead the recruitment for JRS staff in the Region in collaboration with the Country HR Officers. With this aim, the RHRO will actively contribute to the development and implementation of Human Resources policies; reinforce HR processes, and offer guidance and HR services to employees in both the Regional Office and the Country Offices. The Eastern Africa Regional Office (EAR) supports 5 countries, namely Kenya, Uganda, South Sudan, Sudan and Ethiopia. In each of these countries, JRS hosts programs for refugees and asylum seekers.
Key Responsibilities and Deliveries
Under the supervision of the Regional Director, the Regional HR Officer’s main responsibility will be to lead the Human Resources Department with effective delivery of HR services. More specifically:
  • Lead all HR related matters for the Regional Office including the national office.
  • Actively provide support to staff, Country Directors and HR Officers on HR related matters.
  • Plan and monitor HR operational and budget needs in order to efficiently manage the required HR needs and capabilities of the Regional Office.
  • Lead all activities related to the recruitment processes, ensuring a coherent management of administrative and legal procedures all across the region (recruitment, end of contract, payment of national and local taxes, proper upkeep of personnel files, management of overtime, etc).
  • Develop a training needs assessment, in accordance to operational requirements, in evaluating people performance and in implementing the associated action plans in order to improve people’s capabilities and their end results contribution to JRS mission and values.
  • Define and coordinate the implementation of local regulations, reviewing salaries and taxes, in order to ensure internal equity, adequate competitiveness and legal compliance.
  • Coordinate staff on-boarding activities including liaising with departments and following up on activities.
  • Assist the Regional Director and Country Directors in dealing with grievances and in the implementation of disciplinary procedures.
  • Assist with monthly payroll related activities and liaise with local labour agency when necessary.
  • Assist with personnel administration by assembling and preparing necessary documentation, including the preparation of contracts for temporary staff and internships.
  • Keep up to date all HR staff figures and produce human resources-related statistics.
  • Lead the performance management process across the region including initiating, tracking and monitoring of the various stages of the process.
  • Coordinate the implementation of all administrative local protocols and procedures, organise regular information meetings with all the staff and systematically participate in all briefings where HR expertise is requested (Finance, Programmes, and Administration).
  • Act as a focal point for the regions including responding to queries, follow up on information related to contracts, recruitment, security and safety and HR matters.
In close collaboration with the International HR Director:
  • Develop and implement JRS HR core policies and international guidelines and protocols in line with international humanitarian standards (PSEA, Child Protection Policy, Anti-fraud Policy, etc).
  • Assist in the implementation of the JRS Global Staff Care Programme (MHPSS, Security and Safety, Policies, Working conditions and Environment).
  • Design and implement the organizational structure for JRS SAF, designing charts and jobs, as well as the different levels of responsibility and delegation, in order to efficiently support JRS activities in the region.
  • Provide up to date analysis of new trends in the area of Human Resources Management in the Region and suggest review and or update of best practices.
  • Run specific surveys on the JRS staff well-being in the Region.

Qualifications and Experience:
Education

Terms and Conditions

JRS remuneration policy is in keeping with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. This position offers a localised salary with health insurance and other benefits.
The monthly salary ranges between USD 1659 – USD 2370 depending on the years of experience of the person with a monthly housing allowance between USD 196 – USD 237.

Core Functions / Responsibilities:
1. Assist the Chief of Mission (CoM) and the Officer in Charge (OiC) in the monitoring of all the activities of the Mission, including the control of financial expenditures and accountability.
2. Facilitate maintaining appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
3. Ensure that IOM financial regulations are correctly applied on all financial transactions of the Mission. Process the accounting and financial transactions in IOM’s SAP based accounting system (PRISM) and perform regular controls including bank/vendor/customer account reconciliations and period-end closures for the Mission.
4. Prepare donor financial reports in accordance with donor requirements, IOM regulations and established procedures, in close coordination with Project Managers, OiC, CoM as well as relevant units in HQ, Administrative Centers and RO.
5. Support management of the treasury by forecasting cash flows according to activities; ensure funding is received in accordance with donor agreements.
6. In coordination with CoM, support the preparation of the annual budget for the Mission, oversee budget control process. Control variances between budget and actual expenditures on a regular basis.
7. Check payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
8. Assist in the procedures related to human resources management, including recruitment, time management, separation, travel and other related activities, in accordance with the Organization's policies and procedures.

a) Bachelor’s degree, preferably in Accounting, Finance and/or Business Administration with minimum 4 years of work experience in the related field or, alternatively, an equivalent combination of relevant training and experience in accounting or financial management, accounting and budgeting, human resource management; b) High level of computer literacy; in particular, experience in computerized accounting systems and software c) Knowledge of IPSAS and accrual accounting principles is an advantage; d) Practical knowledge of the software and procedures used by IOM (SAP, MiMOSA, iGATOR) is a distinct advantage;
Experience
a) Experience with the financial management and reporting of EU funded projects is an advantage; c) Good knowledge of IOM’s mandate and programmes is an advantage.
Languages
Fluent English. Maltese and/or any other IOM official languages are considered as an advantage.
