How can you make a difference?
You will be responsible for developing, implementing and monitoring communications and public advocacy strategies and related activities to improve the rights, survival and wellbeing of the most disadvantaged children.
  • Support the development and management of public advocacy and communications strategies and activities related to UNICEF’s programmatic areas.
  • Develop and implement communications and media materials including digital strategies and engagement plans and high profile events.
  • Create guidance and tools to implement communications and public advocacy activities and measure their effectiveness.
  • Design capacity-building tools for HQ, country offices and National Committees, and create compelling, evidence-based messaging that resonate with target audiences.
  • Collaborate with colleagues across sections to establish UNICEF’s leadership role in public advocacy and communication.
  • Collaborate with internal and external partners, including youth and community advocates and other influencers to advance UNICEF’s mission.
  • Identify, build and maintain partnerships and influence agenda setting for resource mobilization initiatives including emergencies.
  • Identify new opportunities and innovative practices on the use of multiple media and social and digital platforms.
  • Other duties as assigned by the supervisor.
To qualify as an advocate for every child you will have the following:
  • An advanced university degree (Master's) in Communication, Journalism, Public Information and Social Sciences or a directly related field(s);
  • A minimum of (5) five years of progressive, relevant professional work experience at the national and international levels in advocacy and/or new media, including in international/multicultural settings, is required;
  • Fluency in English (written & verbal) is required. Preference will be given to candidates who, are also proficient in another official language of the United Nations;
  • Readiness to be assigned to any UNICEF office worldwide, including non-family and emergency duty stations;
  • Good understanding of world affairs, current events and development issues.
  • Prior knowledge of working for the United Nations or international aid organizations is an asset. 
  • Preference will be given to candidates under 35 years of age.

How can you make a difference?
Depending on the organizational set-up of the office, you will either specialize in a defined area of HR management at Headquarter or regional level. Alternatively, you may be in charge of the entire span of UNICEF’s HR portfolio as HR Business Partner for a UNICEF Business Division or Country Office. Depending on the function you may contribute to some or all of the following activities: 
  • HR Business Partnership: Develops strong relationships across assigned business/geographical areas, working collaboratively with clients, peers and key leaders to drive results for client needs; Partners with the stakeholders in all aspects of human resources management, including: evaluating their staffing needs, advising on recruitments; talent management; learning and staff development; performance management; diversity and change management;
  • HR Excellence: Promotes management excellence by ensuring accountability in all areas of HR and by demonstrating a high level of skills in the management of staff resources including staff selection; performance management, and staff development and learning activities;

Overview of the role
WFP’s Operations Services department currently consists of four functional divisions – Emergency Preparedness and Response, Nutrition, Policy and Programme, and Supply Chain. The department is responsible for framing WFP’s strategic direction on key issues, policies and programmes relating to food security and nutrition.
Under the guidance of the Executive Director, the principal function of the Assistant Executive Director is to bring together and oversee essential elements of global operations including smart food security programs, effective organizational tools to support emergency response, efficient supply chains including effective provision of mandated common services, coordinated emergency response and expertise in the delivery of humanitarian assistance.
The functions of the Assistant Executive Director include the following duties:
  • Integrate the work of different departments and offices to ensure a corporate approach to operational and programmatic design, implementation, guidance and support;
  • Oversee the four divisions currently within the department, namely Emergency Preparedness and Response, Nutrition, Policy and Programme and Supply Chain;
  • In close consultation with the Leadership Group, lead the organization’s strategic planning process;
  • Support the formulation, integration and implementation of relevant policies, strategies and plans relating to Programmes, Emergency Preparedness, Nutrition and Supply Chain, and support the enhancement of WFP’s work in the field of nutrition both at a policy and implementation level;
  • Lead the development of policy, innovative corporate initiatives, programmes and tools to support the operations at the regional and country office levels;
  • Establish and maintain strategic operational partnerships with key actors to facilitate common operational understanding and approaches, particularly in the field of humanitarian work (ensuring knowledge and respect for humanitarian principles) and provide executive guidance, leadership and support to WFP’s global programmes and operations.
  • Represent the Organization at leadership level and contribute to its global positioning;
  • Perform other related duties as requested.
Core requirements
The Organization is seeking an individual with:
  • Minimum of twenty years of experience in the field of humanitarian and development assistance with extensive and demonstrated experience in providing direction and leading large, multi-disciplinary and multi-cultural teams in large international organizations; Proven leadership and expertise in large-scale emergency response and humanitarian action;
  • Demonstrated management, strong communication, negotiation, team-building, partnership and strategic visioning skills;
  • Outstanding leadership experience with strategic vision;
  • Deep knowledge of global food security and nutrition issues as well as broader sustainable development issues and ability to build consensus amongst stakeholders;
  • Firm commitment to the work, objectives, values and guiding principles of WFP and the United Nations system;

Languages:

Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of the ITU and in close collaboration with the Deputy to the Director and the ITU Regional Offices, the Infrastructure, Enabling Environment and E-Applications Department (IEE) is responsible for assisting ITU Member States and ITU-D Sector Members with the utilization of appropriate technologies to build or extend their telecommunication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. This includes the provision of guidelines and tools for the development of policy and regulatory frameworks, financing policies and strategies, development of telecommunication networks, the use of reliable and cost-effective ICT applications, cybersecurity, broadcasting and spectrum management. The Department is also responsible for promoting access to, as well as use and knowledge of, telecommunications and ICTs for groups which have been marginalized in their access to current mainstream information communications technology services, including women and girls, children and youth, indigenous people, persons with disabilities and people living in remote communities. The Department is also responsible for making contribution to and following-up the work of ITU-D Study Groups for issues related to the responsibilities of the Department.
 Duties / Responsibilities
Under the supervision of the ICT Applications Coordinator, the incumbent performs the following duties:
  • Contribute to the development and the implementation of joint ICT Applications initiatives with other UN and International organizations such as European Commission and private sector companies and provide advice to peers management and colleagues.
  • Contribute to establishing new strategic partnerships with key players and potentials partners in the area of mobile Health. Support the drafting of partnership agreements.
  • Prepare reports identifying best practice and policy guidelines for mHealth innovation for ICT applications.
  • Provide recommendations and technical support in the implementation of different ICT applications projects in areas of mHealth, innovation for sustainable Development Goals SDGs.
  • Undertake research on mHealth innovation for ICT applications issues and develop reports, toolkits, guides, etc. related to ICT Applications Innovations particularly in the area of mobile health.
  • Draft and design projects proposals and contribute to the write-up of progress reports and prepare countries and partners engagement presentations.
  • Provide advice and technical input, edit and compile relevant documentations materials and tools in order to support the implementation of country projects and to ensure follow-up on progress.
  • Prepare, organize, deliver and/or implement key events and workshops related to ICT applications; prepare and organize meetings, in collaboration with ITU regional and area offices; draft agenda and invitation letters; coordinate with host country; prepare documentation for different services; coordinate with conference services for Geneva-based meetings; review text contributions to the meeting and provide minutes; and deliver presentations when required.
  • Coordinate the proper implementation of related ICT Applications activities with ITU-D members and partners.
  • Perform other duties as required.
 Competencies:
  • Strong knowledge of ICT applications in the context of developing countries and its potential impact.
  • Strong research competencies and ability to analyze and deduct lessons learned from existing literature to be applied in practice.
  • Excellent communication skills and ability to coordinate activities.
  • Good editing skills and ability to produce high quality reports and documentation in English.
  • Qualifications required
    Education:
    Advanced university degree in computer science, information technology, telecommunications or in a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least five years of progressively responsible experience, including at least two at the international level, in ICT Applications and innovations particularly, but not limited to, mobile health. A doctorate in a related field can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
