Context:
Under the overall supervision of the Head of Country Office in Kenya and the direct supervision of the Head of Operations, Africa, the successful candidate will serve as the financial expert for all operations expenditures and for USRAP operations budgets and expenditures in Sub-Saharan Africa. In this capacity, s/he will provide support and guidance to the programme to ensure financial expenditures are aligned with donor requirements.
Core Functions / Responsibilities:
  1. Coordinate with field mission Resource Management Officers (RMOs), Operations Officers, and the Head of Operations to prepare USRAP budgets and budget revisions based on programme needs, PRM guidelines, and IOM policies.
  2. Analyze field mission financial expenditures for resettlement programmes in Sub-Saharan Africa to verify that spending rates are aligned with budget projections and regularly report on the same to the Head of Operations. Evaluate regular financial reports and take action to resolve anomalies and unusual trends in coordination with concerned missions resource management staff, and as guided by the Head of Operations.
  3. Travel to field missions to provide training and support in USRAP budgeting, reporting, and
cost allocation, and to verify whether missions are complying with the IOM-PRM Memorandum of Understanding (MOU) for expenditures as well as IOM Infrastructure costs.
  1. Determine, harmonize, review and establish, through cost-benefit analysis, the fees for all operational services to be charged to resettlement partners and migrants for on-going and new resettlement projects in IOM Transit Centers, offices and/or accommodation guest houses in the region in coordination with concerned missions in Sub-Saharan Africa.
  2. Directly supervise two administrative support staff in the IOM Kenya Country Office who assist with Purchase Requests, Requests for Payment, Travel Authorizations for all operations staff, selection mission budgets for non-USRAP missions, and Resettlement Support Center (RSC) Cultural Orientation (CO) budgets.
  3. Review agreements and contracts with various service providers, suppliers, and partners servicing USRAP projects in coordination with the IOM HQs Legal Department and/or concerned missions in Sub-Saharan Africa.
  4. Regularly support the USRAP Project Manager (Head of Operations, Africa) in a variety of areas of financial analysis, including standard monthly management reporting and variance analysis, budgeting, forecasting, and strategic planning, including the review and coordination of financial analysis across countries in the region to support project management.
  5. Review existing systems and procedures and recommend improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
  6. Review USRAP, other resettlement and emergency project proposal budgets in coordination with the Head of Operations and Senior RMO in IOM Kenya, reverting with feedback and input in a timely manner.
  7. Provide information, statistics, cost estimates and budgets to the Head of Operations, Africa, Head of Office, concerned missions, and USRPA Global Management Team in IOM Washington, upon request and in coordination with the Head of Operations, Africa.
  8. Consult and coordinate closely with the USRAP Global Programme Coordinator in IOM Washington, the USRAP Financial Analysts based in the Manila Administrative Center (MAC), and IOM partners and donors as needed on related financial and administrative matters.
  9. Maintain and ensure the confidentiality and integrity of all USRAP-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Head of Operations, Africa, of any potential non-compliance demonstrated within financial records.
  10. Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in financial management, accounting and budgeting;
• Experience in preparing reports, budgets, statistics and coordinate administrative activities;
• Knowledge of IOM’s regulations, policies and procedures;
• Knowledge of IOM accounting systems, software and procedures;
• Knowledge of IPSAS and SAP (PRISM) highly desirable;
• Previous experience in refugee and migration assistance, particularly with the USRAP
programme required.

Engineer , Khartoum, Sudan

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill an Engineer position at the P4 level, based in our Country Office Khartoum, Sudan.
WFP Sudan currently has several streams of engineering and construction or engineering activities in critical areas:
  • Road and related infrastructure construction, upgrade and maintenance.
  • Warehouse and fleet workshop construction, upgrade and maintenance.
  • Accommodation and field office facilities for humanitarian staff and partner organisations.
Under the general supervision and guidance of the Country Director, or designate, and other technical direction of the Chief Engineer and WFP Engineering in Rome-HQ, the Engineer will be responsible for the following key duties:

Responsibilities and reporting

  • Overall normative and technical direction by the Chief Engineer, WFP Engineering at Rome HQ, in all technical or contractual matters, and shall provide overall engineering leadership and management in relation to work programs in WFP Sudan Country Office.
  • Manage and conduct analysis of project proposals to ensure business case and technical feasibility and that project objectives are attainable within the prescribed resources and timelines.
  • Lead the preparation of accurate and timely reports on outputs to enable informed decision making and consistency of information presented to the stakeholders.
  • Provide expert guidance to ensure a successful construction procurement process.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Manage all programs of engineering services or construction related work in accordance with policies and guidelines, and manage staff teams of engineers and other professional disciplines, to ensure the implementation of all stages of work programs.
  • Provide a consistent management while provision is made of possible future Project Management structures and position.

Managing relationships

  • Managing relationships with donor counterparts and stakeholders to ensure that they are full informed of, and engaged with projects at all times.
  • Managing relationships with a range of internal client units and operational teams to ensure coordination.
  • Build and reinforce strong partnerships with internal and external clients to effectively identify and meet clients’ expectations.
  • Managing all engagements with National and State Government partners, related to programs of work, to ensure that they are full engaged with and appraised of projects.

Project Development

  • Developing project proposals and associated documentation for donors and government, to secure funding for projects.
  • Developing proposals and infrastructure projects which have a positive impact on food security for the communities which WFP serves.
  • Representing WFP, the CO and WFP Engineering where required, in meetings with government, donors and stakeholders and presenting a full and positive image of WFP and its work. This may include attending meetings, seminars, and preparing and delivering presentations or workshops as required.
  • Represent WFP at international meetings and conferences, lead discussions with partners, donors and other stakeholders, exchange knowledge and experience, keeping abreast of construction and engineering technologies, to ensure implementation of innovative engineering solutions.

Team Management

  • Recruiting, establishing and managing project supervision teams and technical design/supervision firms for the projects.
  • With the assistance of WFP Human Resources and WFP Engineering, establishing terms of reference for team members; overseeing vacancy announcements; interviewing potential candidates and making recommendations to the Country Director and the Chief Engineer, WFP Engineering on suitably qualified candidates.
  • Supervising performance on a continuous basis, mentoring and staff development, and resolving disagreements between staff.
  • Lead the capacity building, mentoring and career development of staff teams to ensure the continued development and high performance.

Project Management and Reporting

  • Establishing and maintaining project schedules, performance monitoring, evaluation and reporting until project completion.
  • Preparing periodic reports in a format to be agreed with donors and the Country Director, for circulation to donors, partners and stakeholders.

Qualifications & Experience Required Education:

  • Advanced University degree in Civil Engineering, or First University degree with additional years or experience and/or advanced training/courses;
  • Strong preference: Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

Experience:

  • At least eight years or more of relevant progressively responsible professional experience in managing a large-scale engineering or construction services;
  • Of which, at least 3 years of international experience - must include Africa experience, as well as working in difficult security environments;
  • Strong experience in managing and successfully completing complex civil engineering or public infrastructure programs;
  • Strong experience in managing public procurement procedures;
  • Strong experience working with construction contracts and contract management obligations, using FIDIC or MDB formats;
  • Strong experience in financial management of high value construction projects and final account procedures;
  • Strong experience in engineering and construction Quality Assurance/Control mechanisms and procedures;
  • Good experience in planning and managing feasibility and constraints studies, and the application of environmental management procedures and impact assessment methodologies;
  • Strong experience in managing ‘Health and Safety’ practices and systems in engineering activities in developing;
  • Strong preference for work and living experience in hardship locations.

Technical Skills & Knowledge:

  • Solid understanding of specialised engineering technologies, civil engineering, geotechnical and topographical surveys and assessments.

Language:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

Programme Officer, Land and Corruption Programme

Functional responsibilities
Background on Director (OH/OC) Role
UNOPS Operational Hubs (OH) and Operations Centres (OC) are responsible for managing strategic and operational risks associated with a subset of the regional portfolio of engagements, developing and delivering cost effective services contributing to partners’ sustainable results and achievements of UNOPS management results. There are currently 15 of these Operational Hubs/Operations Centres located in Asia, Europe, the Middle East, Africa, Latin America and the Caribbean.
The Director (OH/OC) represents UNOPS on behalf of the Regional Director in the country of his/her responsibilities. The Regional Director provides general direction and guidance for the role. The Director will oversee all project management and support services in the Operational Hub/Operations Centres including managing all human resource and delivering timely and cost effective services for sustainable results by partners and stakeholders.
The classification of a Director (OH/OC) role at UNOPS is influenced by a number of factors including the portfolio profile, breadth of geographic coverage, complexity of political and operating environment, and other strategic considerations. D1 level Director roles are therefore likely to be in large portfolios, affecting the delivery of multiple, integrated or diverse crucial programmes in a highly complex environment.   • Take overall responsibility for financial decisions, and exercise financial control, to ensure the fiscal health/sustainability of Operational Hub programme(s), including compliance with financial report submissions.
  • Provide advice to the Regional Director and peers on opportunities to further enhance UNOPS’ sustainable contribution to the achievement of results in the geographical area.
  • Establish internal performance and quality control systems for the Operational Hub, including tracking, monitoring and reporting on project delivery and financials.
  • Evaluate performance to measure efficacy and alignment of Operational Hub with organizational/regional strategy and compliance with UNOPS standards of accuracy, transparency and accountability, and ensure that service delivery reinforces business development objectives.
4. Representation and inter-agency coordination
  • Represent UNOPS in relevant inter-agency and external meetings/bodies to promote the organization, influence policy discussion and identify potential areas for UNOPS partnership and engagement.
  • Represent UNOPS in the UN Country Team (UNCT), and supports the UNCT programming and advocacy activities.
  • Participate actively and effectively in UNCT meetings, and contributes to the formulation and implementation of United Nations Development Assistance Framework/One Programme, Integrated Strategic Framework, and Delivering as One within the country.
  • Is accountable to the Resident Coordinator for actions as part of the UNCT, makes substantial contribution to UNCT’s work, and assumes a leadership role as relates to UNOPS’ mandate.
  • Participate in UNCT initiatives to strengthen UN coherence, inclusiveness, and aid effectiveness, including playing an active role in the Operations Management Teams (OMTs) and other senior management group of the country team.
  • Keep UN Resident Coordinator abreast of UNOPS activities within the country through regular communication, including a formal regular reporting on business acquisition and implementation of activities led by UNOPS as part of the UNDAF.
5. Knowledge management and innovation
  • Lead the development and introduction of innovation to ensure UNOPS is continually incorporating best practices approaches in the delivery of project services.
  • Ensure the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
  • Lead the planning, implementation and organization of capacity building of personnel, partners and stakeholders.
  • Establish priorities, in consultation with the Regional Director, for targeted investments in growth and innovation and as a member of the UNOPS global management team, contribute to identification and implementation of innovation and continuous improvement in support of organizational excellence and world-class performance.
  • Share knowledge with peers in other regional/country teams and corporate practice groups to ensure a corporate coordinated delivery of services and synergies.
The incumbent is expected to perform other related duties as required.
Education/ Experience/ Language requirements
Education:
  • Master’s degree in a relevant field is required.
  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
Work experience
  • A minimum of 10 years of experience that combines strategic and managerial leadership in international development, business development, operations and/or program management in a large international and/or corporate organization.
  • At least 5 years of senior leadership experience including supervising teams and managing budgets, including at least 3 years in a developing country.
  • Experience in hardship or post conflict environments is desirable.
  • Experience in UN, NGO and/or International Development Sector is highly desired
Language Requirements:
  • Full working knowledge of English is essential
  • Knowledge of another official UNOPS language is an asset.
