Summary of Position
IREX seeks an English Program Manager to work on an expected USAID Local Scholarships Program in Egypt. The Local Scholarships Program will provide undergraduate scholarships to promising talented Egyptian students with high financial need, building on the lessons learned and best practices of previous scholarship programs supported over the last eight years. The program will provide opportunities for disadvantaged youth in Egypt, who are identified as probable future leaders in the country, to gain skills and knowledge in an array of fields critical to the social and economic development of Egypt.
The position is contingent on funding.

Summary of Responsibilities:
· Design and manage the English language training component of the program to foster increased English language proficiency for those participants who have been selected as scholarship recipients, including:
o Intensive annual summer English Programs
o Supplemental English courses during academic year
o A full year of English instruction before the academic program
· Ensure consistent high quality instructions across all institutions hosting program scholarship recipients
· Ensure paced integration of English into general academic courses so that students can have benefit from the academic program while gaining working proficiency or fluency in English
· Support the development of students’ leadership and academic skills, such as presentation, and computer skills through English language courses
· Liaise with public and private universities in Egypt to carry out English Language courses for the scholarship recipients
· Coordinate with local, regional, and international organizations active in the education sector
Skills and Qualifications:
· A minimum of a Bachelor’s degree required, Master’s degree preferred, in a relevant or a related field, such as education, Teaching English as a Foreign Language/Teaching English as a Second Language
· At least 8 years of progressively responsible experience managing and implementing English language instruction programs and trainings
· Demonstrated expertise in English language instruction at the university and/or adult learners level
· Must have experience or knowledge and understanding of the Egyptian higher education system
· Demonstrable commitment to academic excellence as well as a commitment to gender balance and a diverse student body
· Ability to communicate effectively with internal and external stakeholders, including governments, private sector, HEIs, donors, etc.
· Must be fluent in English and Arabic
