Project Summary:
The Evaluate for Health (E4H) project is a five-year project providing assistance to the USAID/Ghana Health portfolio, including implementing partners, local partners and Government of Ghana stakeholders. The project includes three components: Evaluations, Assessments and Studies; Performance Monitoring and Evaluation, and Research Management Capacity Building.

Position Summary:
The M&E Database Manager/IT Specialist will provide information technology assistance regarding tasks specific to the E4H project (e.g., program monitoring and evaluation, content specific web sites, analysis of survey data, publication or reports). This assistance will likely include the creation and maintenance of databases and websites, and assistance for stakeholders in utilizing new online software to report performance results. S/he will report to the M&E Specialist. This is a full time position in Accra.
Responsibilities:
  • Work with project staff to ensure that ongoing and completed M&E and strategic secondary reports are compiled in a database and make them available to the Mission and implementing partners (demographic, household-level, and national economic indicator data from sector-specific surveys).
  • Develop systems for data quality assessment to determine the validity, reliability and integrity of performance data gathered to monitor program performance.
  • Manage and manipulate data to produce analysis and performance reports.
  • Meet regularly with project staff to report developments, feedback and upkeep.
  • Assess, set up and manage all IT systems for the project offices.
Qualifications:
  • Bachelor’s degree in a relevant field plus five years of experience, or a Master’s degree plus three years of experience in M&E database and IT applications, including website design.
  • Three years of experience working in M&E applications for an international organization.
  • Strong database design and management skills.
  • Excellent time management skills, interpersonal skills, and computer skills.
  • Experience in database and website design for USAID project applications preferred.
