Policy and Research Officer

The overall goal of the International Labour Organization (ILO) is to promote decent work for all women and men. Decent work is central to global efforts of reducing poverty and is a means for achieving equitable, inclusive and sustainable development.
The Policy and Research Officer position is located in the ILO Regional Office for Africa (ROAF), in Addis Ababa, Ethiopia. ROAF has overall political and management responsibility for the operations of the ILO’s network of Decent Work Technical Support Teams (DWTs) and Country Offices in the Africa Region, providing strategic guidance and support for the promotion of ILO’s principles and policies. The ROAF is responsible for the ILO’s collaboration with regional institutions such as the African Union Commission (AUC) and its Regional Economic Commissions (RECs), the African Development Bank (AfDB), and the UN Economic Commission for Africa (UNECA).
The ROAF comprises a Front Office (Regional Management); a Regional Programming Unit; a Regional Administrative Services Unit (Administration, Finance, Human Resources Finance); a Regional Communications Unit as well as a team of Senior Technical Specialists.
The Office is seeking to recruit a highly motivated and qualified candidate for the following position.
POLICY AND RESEARCH OFFICER (NOA)
Description of Duties
The Policy and Research Officer will work under the direct supervision of the Senior Operations Officer as part of the ROAF Front Office. He/She will also work in close coordination with other units in the ROAF and other field offices and units of the ILO as may be required. The Official will undertake the following duties:
  • Follow ILO policy discussions and draft strategic briefing notes and reports to inform the Front Office of issues relevant to the ILO in the African region, including developments and trends in UN initiatives and decisions that may affect the work of the ILO;
  • Monitor developments on priority areas for the ILO in the Africa region and gather information to inform decision-making;
  • Follow up on specific thematic issues on behalf of the Front Office in close collaboration with the concerned and responsible ROAF units;
  • Support substantive preparations for meetings attended by the Regional Directorate and ROAF Management Team meetings, including preparation of briefs and speaking notes, organization of briefing packs and preparation of presentation material for the Front Office. Critically analyse briefs for the Regional Director and ensure that they are substantively accurate and reflective of the ILO’s position;
  • Prepare specific briefing notes and reports concerning ILO’s regional and country-level activities for submission to ILO headquarters on behalf of the Front Office;
  • Contribute to and ensure the smooth flow of information and communication between the Front Office and other functions of the ROAF;
  • Support the Front Office in overseeing the establishment and management of effective mechanisms for strategic planning and timely reporting;
  • Compile text, and research data, for relevant papers to be submitted to the ILO Governing Body and International Labour Conference;
  • Ensure support to the ROAF in cultivating and furthering strategic partnerships. Analyse and research information on ILO development initiatives in the African region;
  • Participate in the organization of regional meetings, conferences, seminars and workshops;
  • Contribute information to official correspondence, statements and other public information material prepared by the ROAF communications unit;
  • Support coordination of activities emanating from the office of the Regional Director. Assist in the overall day-to-day management and coordination of Front Office activities, including setting priorities, providing follow-up and feedback, and ensuring progress towards delivery of agreed results;
  • Perform other duties that may be assigned.
QUALIFICATION AND EXPERIENCE
Education -First level university degree in one of the social sciences, economics or other relevant fields. Completed master’s degree in a relevant field would be considered an advantage.
Experience- At least two years of relevant professional experience at the national level.
Languages- Excellent command of English, written and spoken. Command of French is desirable.
Required competencies –Good knowledge of programming and administration. Good knowledge of the role and operations of the United Nations system. Knowledge of the ILO’s Decent Work Agenda would be an advantage. Excellent drafting skills. Ability to communicate effectively both orally and in writing in English and, desirably, in French. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good organizational and diplomatic skills. Ability to work on own initiative as well as being a team leader. Ability to supervise staff. Excellent IT skills.
DUTY STATION AND REMUNERATION
The position will be based in Addis Ababa, Ethiopia (ECA). The ILO offers a competitive remuneration package in accordance with the United Nations common system of salaries, allowances and benefits.
