TITLE: Program Officer, Monitoring and Evaluation
PROJECT: BRAVI (Burundians Responding Against Violence and Inequality)
REPORTS TO: Senior Country Manager, BRAVI
The Burundians Responding Against Violence and Inequality (BRAVI) Project is a five-year program to prevent and appropriately respond to sexual and gender-based violence (SGBV) through norms transformation, health provider strengthening, multisectoral coordination, advocacy, and sharing of best practices. In implementing BRAVI, program staff will strategically build on available momentum, resources, and models, expanding and improving SGBV work already implemented in Burundi by EngenderHealth's RESPOND Project. To improve the quality and range of services available to survivors of SGBV in four project-supported provinces, the program will (1) strengthen the ability of health care providers to respond to SGBV survivors competently, compassionately, and with gender sensitivity; and (2) promote awareness of, linkages with, and coordination of multisectoral referral partners through assistance to the provincial representatives of the Ministry of Gender (Centres de Développement Familiale et Communautaire, or CDFCs) and Burundi's newly formed national GBV Technical Working Group (TWG).
This position is open to nationals of Burundi only.
JOB SUMMARY
Primarily responsible for assisting in managing and supporting BRAVI monitoring and evaluation (M&E) functions, including tracking and processing data for output, outcome, and impact project indicators and ensuring implementation of the project M&E plan. This will require working closely and assisting project staff, strategic partners and implementing partners.
RESPONSIBILITIES:
  • Assist in developing and strengthening M&E Systems for BRAVI.
  • Assist in developing, revising and implementing the BRAVI Performance Monitoring Plan, including ensuring optimal use of data from the BRAVI program.
  • Assist in developing data collection instruments and monitor data collection for qualitative and quantitative BRAVI indicators.
  • Assist in designing, refining and managing BRAVI knowledge management, information and communication system.
  • Assist in the design and lead the conduct of assessments, surveys, research relevant to the BRAVI program, in collaboration with relevant program staff.
  • Conduct periodic data quality assessments for the BRAVI M&E system.
  • Organize supportive M&E monitoring visits for BRAVI program sites.
  • Provide M&E support to the designing/reviewing, implementation and evaluation of CHAMPION activities by other program officers.
  • Collect and compile monthly, quarterly, semiannual and annual reports.
  • Assist in soliciting and documenting successes, challenges, case studies and lessons learned from the field sites and inform the projects.
  • Assist in disseminating program results, including at local, regional and national meetings, conferences and by writing peer-reviewed publications.
  • Perform other duties as assigned.
EDUCATION, EXPERIENCE & CERTIFICATIONS:
  • University degree or advanced degree in demography, public health, epidemiology, or biostatistics.
  • At least 3 to 5 years proven experience in gender, HIV/STI and reproductive health-related monitoring, evaluation and research.
  • Solid command of Microsoft-Word, Excel, Access, information systems management, database design & management, data analysis and reporting, including Epi Info and SPSS/Stata/SAS.proficiency, Ms Access in data management and analysis programs
  • Experience in designing and implementing M&E systems.
  • Experience in planning and facilitating trainings.
  • A personal and professional commitment to gender equality.
  • Understanding of approaches to and tools for knowledge management.
  • Ability to travel up to 40% of time.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Sound knowledge of monitoring and evaluation methodologies to plan and manage BRAVI project -specific activities.
  • Knowledge of relevant national and international indicators related to gender, reproductive health and HIV/AIDS.
  • Demonstrated ability to provide technical assistance on monitoring and evaluation of programs/projects.
  • Ability to apply qualitative and quantitative methodologies in monitoring, evaluation and research.
  • Ability to convey results to non-technical stakeholders, to generate interest in the use of M&E results, and to help staff apply them to make programmatic improvements.
  • Ability to work as part of an interdisciplinary team.
  • Solid communication skills, both oral and written, in English and French.
  • Strong organizational skills.
